Job Description / Responsibilities:

1. PURPOSE

Effectively provide advanced ICT Trainings to all the Pre-Service and In-service trainees of Royal PNG Constabulary National Centre of Excellence in terms of basic & advance computing as well as Internet for the effective and efficient running of the Royal PNG Constabulary National Centre of Excellence.

2. DIMENSIONS

Financial: NIL

Staff : NIL

Others: This position is directly responsible to the OIC ICT for the effective and efficient management of Royal PNG Constabulary National Centre of Excellence. Also liaise with the Registrar as well as other Directors and Managers for the smooth flow of the ICT Training or activities at the Centre.

3. PRINCIPLE ACCOUNTABILITIES

  • The position provides professional and advance ICT training at the Royal PNG Constabulary National Centre of Excellence.
  • This position is primarily responsible for providing all the affairs of ICT training for the credible outcome or productivity of the Royal PNG Constabulary National Centre of excellence
  • Responsible for providing up to date ICT training to all the pre-service and in-services trainees in a more effective and efficient manner at all time
  • Responsible for conducting all the ICT training & activities using more robust and advanced methods of technology
  • Responsible for the security of ICT teaching materials as well as the original sources of information and resources.

4. MAJOR DUTIES

  • The position provides advance and credible ICT trainings to all the pre-service and in-services trainees of the Royal PNG Constabulary National Centre of Excellence.
  • Maintain credibility in providing sufficiently advanced ICT trainings to all pre-service and in-service trainees at all times.
  • Take stock of all the ICT training materials and the equipment for the safety and smooth flow of the ICT training programs as well as adequate supply is available at the Central at all times.
  • Monitor and control the usage and application of ICT training materials at the ICT office.
  • Responsible for timely submission of reports to OIC ICT and to Director Training for the informed decision making.

5. NATURE AND SCOPE

This position is directly responsible to the OIC ICT for the effective and efficient flow of the ICT training programs at the Royal PNG Constabulary National Centre of Excellence.

5.1 WORKING RELATIONSHIP

(a) Internal

  • The OIC ICT, Registrar, Director Training, ACP Training, Director ICT-PHQ, Quartermaster Store, other section heads and Directorates.

(b) External

  • The Corporate Suppliers, ICT Training Institutions, Department of Information & Communication Technology.

5.2 WORK ENVIRONMENT

This position requires advanced ICT skills, teaching skills and excellent public relation skills to manage and communicate effectively with all the Trainees, Directors, Managers and OICs of all the directorates and sections of Royal PNG Constabulary National Centre of excellence as well as the ICT Directorate at PHQ.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act, PNGC Corporate Plan

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the OIC Information Communication Technology.

6.3 Recommendations

  • The job holder is to provide recommendations to the OIC ICT on ICT related Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an Advanced Diploma /Degree in Information & Communication Technology, Education and other relevant qualifications as may be acceptable to the Secretary, Department of Personnel Management and the Commissioner of Police.

(b) Knowledge

  • Good knowledge of Training Institutions operation.
  • Sound knowledge of Teaching ICT Courses
  • Vibrant knowledge and skills in formulating ICT Courses
  • Familiar with Public Service Management Act, its General Orders, other Public Service rules and regulations
  • Familiar with the Constabulary Standing Orders

(c) Skills

  • Good verbal and written communication skills
  • ICT products & Teaching Skills
  • Inter personal skills
  • Some administrative skills
  • Advanced Computing skills

(d) Work Experience

  • At least Five (5) years or more work experience in ICT teaching and course formulation.
