Job Description / Responsibilities:

1. PURPOSE

Provide robust and credible ICT technical services to all the sections of RPNGC National Center of Excellence in terms of hooking fast internet services as well as computer repair & maintenance for the effective and efficient running of the RPNGC National Center of Excellence.

2. DIMENSIONS

Financial: Nil 

Staff: Nil    

Others: This position is directly responsible to the OIC ICT for the effective and efficient operation of RPNGC National Center of Excellence. Also liaise with the Registrar as well as other Directors and Managers for the smooth flow of the ICT technical services or activities at the Center.

3. PRINCIPLE ACCOUNTABILITIES

  • The position provides professional and modern ICT technical assistance & services at the RPNGC National Center of Excellence.
  • This position is primarily responsible for repair & maintenance of all the computers and internet services for the credible outcome or productivity of the RPNGC National Center of Excellence.
  • Responsible for providing up to date ICT technical services to all the sections in a more effective and efficient manner at all times
  • Responsible for diagnosing and repairing all the ICT products or computers using more robust and advanced technology.
  • Responsible for the security of ICT materials as well as the original sources of information and resources.

4. MAJOR DUTIES

  • The position provides professional and effective ICT technical services to all the sections of the RPNGC Nation Center of Excellence
  • Maintain effective checklist on BOS computers for all the directorates and sections for the replacement & installation of new computers and internet services.
  • Maintain credibility in providing sufficient and effective ICT technical support & services to all the sections and units at all times.
  • Take stock of all the ICT materials and the equipment for the safety and smooth flow of the ICT services as well as adequate supply is available at the Center at all times.
  • Monitor and control the usage of ICT materials and office equipment at the ICT office.
  • Responsible for timely submission of reports to OIC ICT  for the informed decision making.

5. NATURE AND SCOPE

  • This position is directly responsible to the OIC ICT for the effective and efficient flow of the ICT technical services at the RPNGC National Center of Excellence.

5.1 WORKING RELATIONSHIP

(a) Internal

  • The OIC ICT, Registrar, Director ICT-PHQ, Quartermaster Store, other section heads and Directorates

(b) External

  • The corporate suppliers, ICT Training Institutions, Department of Information & Communication Technology

5.2 WORK ENVIRONMENT

  • This position requires an advanced ICT skills and excellent public relation skills to manage and communicate effectively with all the Directors, Managers and OICs of all the directorates and sections of RPNGC National Center of Excellence as well as the ICT Directorate at PHQ.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the Officer In charge of ICT

6.3 Recommendations

  • The job holder is to provide recommendations to the Officer In charge of ICT of all ICT Matters.

  • Achieving the organization stated Vision, Mission, Goal using Key Results Area Indicators, Strategies and Key Performance Indicators and set of stated Objectives to achieve the Vision “A Professional and Trusted Community Oriented Police Service driven by a vibrant fully trained and qualified Police Force.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an advanced Diploma or Degree in Information & Communication Technology and other relevant qualifications of ICT as may be acceptable to the Secretary, Department of Personnel Management and the Commissioner of Police.

(b) Knowledge

  • Good knowledge of Training Institutions operation
  • Sound knowledge of ICT products and equipment
  • Vibrant knowledge and skills in diagnosing ICT problems
  • Familiar with Public Service Management Act, Its General Orders, other Public Service Rules and regulations
  • Familiar with the Constabulary Standing Order

(c) Skills

  • Good verbal and written communication skills

(d) Work Experience

  • At least five (5) years or more work experience in ICT as a technician
