Job Description / Responsibilities:
1. PURPOSE
To manage, direct, control and supervise the administration and operation of the Curriculum Development Unit at the RPNGC National Centre of Excellence that will now deliver high quality training and development for the Police Force personnel in the country. The position is responsible for ensuring that the management of the curriculum development programs for the Regional and Provincial Training Centers comply with upgraded curriculum programs according to standards of excellence as part of the reform initiatives for the Papua New Guinea Constabulary in the country and the South Pacific countries.

Others: Directly responsible to the position of the Chief Superintendent, Director Training Development for the effective implementation of the functions of the Curriculum Unit activities, liaising with other Training Institutions both internal and abroad to ensure the level of Curriculum programs meets required standards. Liaise with branch and units heads to ensure performance at all levels of the organizations comply with expected standards to meet targeted objectives. Liaise with senior officers at the Royal Papua New Guinea Constabulary Headquarters and at the Regional and Provincial Police Stations on important curriculum development matters that are important for building capacities of police personnel at those levels. Liaise with international Donor Organizations for assistance when required.
3. PRINCIPLE ACCOUNTABILITIES
- Responsible for the effective and efficient management of Curriculum Development Unit and liaising with Trainer Training Unit, Examination and Evaluation Unit, Word Processing and Graphics Units.
- Ensure proper management and control of the Curriculum Development at the RPNGC National Centre of Excellence ensuring all training programs are delivered at high levels and the performance of the organization is of an excellence level.
- Maintain quality checks of all training development programs ensuring personal and training facilities are of good qualities and of good standards.
- Responsible for providing regular progressive reports for the purpose of updating the Chief Superintendent Director Training and Development and the ACP Training (RPNGC National Centre of Excellence) for purpose of providing annual reports to the Police Headquarters.
- Responsible for revising existing material to ensure standardization and logical progression between training courses and carry out analyses of specific needs for training within the Force.
- Design and produce training programs for suitable and review course contents for all sections and branches of the Constabulary for consistency.
4. MAJOR DUTIES
- Responsible for the effective and efficient management of the functions and responsibilities of the Curriculum Development Section.
- Perform the duties and responsibilities of the position of the Chief Superintendent, Director Training Development in his absence on leave or engagement on other official duties
- Conduct research, coordination and development of new training programs for various training courses.
- Liaise and consult with the Senior Training Instructors of the Training Directorates and Academic Wings in relations to course needs analysis, course designs, course developments and testing and assessments
- Carry out revision and updating of training materials for various training conducted at the RPNGC National Centre of Excellence, Regional and Provincial training Centers.
- Ensure that courses are designed in line with the approved training standard and that all instructional notes on the RPNGC National Centre of Excellence are updated and properly stored.
- Maintain close liaison with the Chief Superintendent, Director Training Development, Manager Examination and Evaluation Section regarding the effectiveness of all courses conducted at the Bomana Centre of Excellence.
- Make appropriate recommendations through the Chief Superintendent, Director Training and Development to the Curriculum Advisory Panel for approval of new training policies, courses and materials.
- Identify the training development needs of the RPNGC National Centre of Excellence and the Regional and Provincial Training personnel and recommend appropriate training development programs.
- Develop production plans and supervise Implementation by managing writing teams and production activities.
- Where necessary, assist the writing teams and provide advice to the team members of the best method of writing, designing and developing instructional materials and aids suitable to the tasks being done.
5. NATURE AND SCOPE
This position ensures effectiveness and efficiency of quality curriculum development programs for all police personnel and administrative support staff throughout the Royal Papua New Guinea Constabulary Institutions in the country.

5.1 WORKING RELATIONSHIP
(a) Internal
- Report directly to the Chief Superintendent, Director Training Development, ACP Training of the RPNGC National Centre of Excellence and liaise directly with the heads of various Branch and Units. Liaise with members of the Force at the Headquarter and at Regional and Provincial Police Stations.
(b) External
- Effectively liaise with service providers and suppliers to ensure quality curriculum development standards are complied with. Seek support from Donor Training Agencies within the country and abroad to ensure curriculum development programs are relatively maintained.
5.2 WORK ENVIRONMENT
- This position requires an excellent public relation and management skills to provide management advice on curriculum development at the professional level and to promote the image of the RPNGC National Centre of Excellence at the National, Provincial and Local-Level Governments Policing Institutions throughout the country.

Labour and Employment Act,RPNGC Corporate Plan, Training Advisory Board, Training and Curriculum Board.
6.2 Decisions
- The job holder has no authority to make decisions without consulting the Director Trainingand Development
6.3 Recommendations
- The job holder is to provide recommendations to the Director Training and Development on acedemic and training Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Possess an appropriate Degree in Public Management from a recognized University or a Diploma in Public Administration from a recognized Training Institute. An additional Certificate from PNGHRI on management and human resource or relevant qualification as maybe accepted by the Commissioner, Royal Papua New Guinea Constabulary and Secretary Department of Personnel Management.
(b) Knowledge
- Good level of knowledge of Training Institutions operation and their management/ maintenance procedures.
- Good and acceptable knowledge of the issues affecting the management of a high-quality Training Institution of an Excellence nature.
- Familiar with Public Service General Orders, Public Finance Management Act and Regulations, the PNG Constitution
- Excellent knowledge about rules and regulations in the Police Force
(c) Skills
- Excellent skills in management and supervision to oversee a complex organization
- High level verbal and written communication skills
- Demonstrated ability to maintain effective relationship with internal and external clients involve in training.
(d) Work Experience
- At least five (5) years or more work experience in Disciplinary Training Institution within the public or private sector context.
