Job Description / Responsibilities:

1. PURPOSE
To manage, direct, control, and administer the operations of RPNGC workforce planning and monitoring the establishment by assisting the Officer In Charge (OIC) Workforce Planning.

3. PRINCIPLE ACCOUNTABILITIES
• Develop and strengthen monitoring, inspection, and evaluation procedures
• Provide guidance and assistance in annual management planning for the manpower section
• Analysis of the specific data requirements of staff establishment reports
• Disseminate strategic information and share best practices and technical expertise
• Ensure the Staff Establishment is monitored and evaluated effectively in a timely manner
• Ensure that staff promotions and transfers are documented and updated correctly on the establishment
• Ensure that Position numbers are correctly assigned to the member on the ground

4. MAJOR DUTIES
• Analyses and evaluates current systems and staff structures.
• Review the quality of existing staff data in each division
• Develop the overall framework, for project M&E, for example, mid-term establishment review
• Develop a plan for staff-related capacity-building on M&E and for any computer-based support that may be required.
• Maintain and administer the M&E database; analyse and aggregate findings.
• Supports and assists other departments in understanding the structure and accommodating changes as required
• Timely preparation of reports to OIC Manpower.
• Provide effective support and guidance to other sections of the Human Resource Management especially Organisation and Methods section, Recruitment, Payroll and Personnel Services.
• Assist in creation and maintenance of internal RPNGC positions.
• Perform any ad hoc assignments or related duties as and when required

5. NATURE AND SCOPE
The Establishment Monitoring and Officer will report to and work under the administrative supervision of the OIC Workforce Planning.

5.1 WORKING RELATIONSHIP
(a) Internal
Director HRM, Designated Directors other OICs and 2ICs and other officers as required within RPNGC.
(b) External
Department of Personnel Management , Department of Finance and other relevant public and private sector agencies.

5.2 WORK ENVIRONMENT
• Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements.
• Able to assess the staff database and break down complex information into workable components for others as required. Assist the management team to make decisions to meet organizational needs.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
• Rules/procedures
The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics.

The job holder has no authority to make decisions without reference
• Recommendations
The job holder can make recommendations to the OIC Workforce Planning on workforce Policies and procedures as required on how to develop the Section to meet the objectives of the RPNGC

7. CHALLENGES
• The job holder is to ensure that all staff establishment data is monitored and updated for appropriate reporting and recommending purposes.
• Due to the geographical location of the officers in the country, it will be unlikely to collect information in a timely manner which the job holder has to strtategy in this area.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

Diploma preferably in business administration, human resource, or related field
