Job Description / Responsibilities:

1. PURPOSE

To effectively monitor and evaluate the training course packages for compliancy and consistency to the National Training Council standard requirements. All training packages must be aligned to the Royal Papua New Guinea Constabulary National Centre of Excellence requirements that will now deliver high quality training and development for the Police Force personnel in the country.

Ensure that the delivery of course packages are monitored and evaluated for suitability according to the National Training Council Qualification Framework for the RPNGC National Centre of Excellence, Regional and Provincial Training Cells  to meet standards of excellence as part of the reform initiatives for the Papua New Guinea Constabulary in the country and the South Pacific countries.

3. PRINCIPLE ACCOUNTABILITIES

  • Provide progressive reports for the purpose of updating the Manager, Accreditation and Compliance Unit for purpose of providing annual reports to the Assistant Commissioner of Police, RPNGC National Centre of Excellence through Chief Superintendent Training & Development Branch-TDB.
  • Effective and efficient management of the monitoring and evaluation process for the Royal Papua New Guinea Constabulary National Centre of Excellence.
  • Ensure proper monitoring and evaluations of course packages are carried out in the most efficient manner. Provide administrative support to the Recruitment and hiring process
  • Maintain quality monitoring and evaluation process for compliancy with development programs ensuring that they meet expected criteria and quality standards.
  • Provide Monitoring and reporting on the efficiency and effectiveness of the Constabulary course Compliancy development initiatives.

4. MAJOR DUTIES

  • Provide effective and efficient monitoring and evaluation of course packages for consistency.
  • Oversee and control the operational activities, the process of monitoring, evaluation and compliancy, closely liaising with other branch and units heads.
  • Oversee the monitoring and evaluation process to ensure effective maintenance of the training course packages are suitable and appropriate to the requirement of the Police Force Disciplinary culture.
  • Make recommendations to course managers on improvement strategies on the designing of the accreditation and compliancy programs, work closely with compliancy staff.
  • Participate in conducting training to improve skills, participate in conferences and undertake development activities to improve performance and recommend required alterations to improve the accreditation and compliance process.
  • Where necessary, represent the Manager, Accreditation and Compliance in meetings and conferences with representative from Training Institutions in the country and abroad. Provide advice and information to the ACP, RPNGC National Centre of Excellence.
  • Participate in coordinating the activities of the Accreditation and Compliance Unit staff to ensure the Unit is achieving its strategic objectives, liaising with other Directorates to ensure the accreditation and compliance process meet the standard requirement.
  • Effectively liaise with service providers and suppliers to ensure quality training packages are in place for delivery
  • Seek support from Donor Training Agencies within the country and abroad to ensure training development programs are relatively maintained.

5. NATURE AND SCOPE

This position ensures effectiveness and efficiency of quality Monitoring and Evaluation development programs and process that benefit all police personnel and administrative support staff throughout the Royal Papua New Guinea Constabulary institutions in the country. 

5.1 WORKING RELATIONSHIP

(a) Internal

  • Reports directly to the Manager, Accreditation and Compliance, and the Chief Superintendent, Training and Development
  • Liaise directly with the RPNGC National Centre of Excellence Directorates and heads of various Branch and Units.
  •  Liaise with members of the Force at the Headquarter and at Regional and Provincial Police Stations.

(b) External

Effectively Liaise with;

  • Department of personnel Management
  • National Training Council Secretariat
  • Department of Higher Education Research Science & Technology\
  • Service providers and suppliers to ensure quality training packages are in place for delivery.
  • Donor Training Agencies within the country and abroad.

5.2 WORK ENVIRONMENT

This position requires an excellent public relation and management skills to provide professional     advice on Accreditation and Compliance procedures at the professional level and to promote the image of the RPNGC National Centre of Excellence at the National, Provincial and Local – Level Governments Policing Institutions throughout the country.

This position is based at NCOE-Bomana where you will have opportunities to travel within PNG and internationally in line with operational requirements.

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act.

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the Manager Accreditation and compliance

6.3 Recommendations

  • The job holder is to provide recommendations to the Manager Accreditation and Compliance of the Training Branch on all Monitoring and Evaluation Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

Diploma in human resources management, public administration and or equivalent.

(b) Knowledge

Must be knowledgeable in the:

  • Public Finance (Management) Act
  • Police Act
  • Public Service (Management) Act
  • Public Service General Orders
  • Public Service policies, procedures and systems
  • PNG Employment Act
  • Exposer to PNG Labor Laws and employment regulations
  • Code of Ethics and Conduct
  • PNG Government’s GEDSI Policy

(d) Work Experience

  • At least two years’ experience in Human Resource Management, especially in the recruitment and hiring role.
