Job Description / Responsibilities:

1. PURPOSE
The purpose of the position is to process and manage personnel information data to ensure that the Royal Papua New Guinea Constabulary (RPNGC) employees' files and information are well placed, updated and in line with acceptable practices so they do not face complications in leave fares, repatriation and NumberSuper. Produce reports and advise the officer in charge regarding Royal Papua New Guinea Constabulary (RPNGC) personnel.

3. PRINCIPLE ACCOUNTABILITIES
• Accountable for collecting, updating, managing and analysing personnel data and only disclosing the information to the officer in charge or to the authorised management personnel
• Develop, Review and Maintain copies of data collection forms (ensuring accurate updating as needed) and support documentation for data management of establishment records

4. MAJOR DUTIES
• Maintainenace of Personnel Records, filling, and management.
• Process and check all variations related to the Constabulary Stanging Orders and Public Service Standing Orders.
• Ensure that all personnel records are updated.
• Ensure that the respective Directorate's personnel information and conduct are within the principles and procedures of the Constabulary.
• Monitor and update personnel data on a timely basis to produce quarterly basis.
• Collate data and information required from the members for file updates
• Provide supportive supervision for data collection and entry
• Maintain database backup and filing systems for the staff establishment of data
• Perform and document procedures for data preparation, including data cleaning, standardisation and data analysis

5. NATURE AND SCOPE

5.1 WORKING RELATIONSHIP
(a) Internal
• Reports to OIC and or when instructed to will only then produce reports
• Liaise and consult with other HR and Departmental officers regarding updates on personnel information, staff performance and management in respective Directorates.
(b) External
• Department of Personnel Management or other relevant public or private sector agencies as required


5.2 WORK ENVIRONMENT
As the staff Data Information officer, you will report to the OIC Manpower and Planning. The position is based in RPNGC headquarters, with opportunities for travel in line with operational requirements and data collection exercises.

The Police Act; the Constabulary Standing Orders; Data Governance and Data Protection Policy 2023; Data Act in PNG 2 and 2021; Public Service General Orders; PNG Employment Laws and Practices; PNG Planning and Monitoring Responsibility Act 2016.

The authority to make decisions without reference, provided the decisions fall within the scope of the role's dimensions.
• Recommendations
Provide recommendations to the Officer In charge of workforce planning on best practices or ways to improve so the unit will contribute to achieving the objectives of the HR Division, which in turn relates to the RPNGC Corporate Plan.

7. CHALLENGES

• With the change in technology, Data officers need to be familiar with the use of new technologies to obtain accurate data
• Should be thorough and pay attention to details about compliance with the Royal Papua New Guinea Constabulary Standing Orders and the Public Service Standing Orders with the conditions of lawful processing of personal information.
• Since this position will be dealing with sensitive data, it is essential to maintain confidentiality

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
• The officer should have a Diploma in Information Systems or equivalent from a recognised institution in

Must possess a proficient working knowledge of the following, but not limited to –
• Human Resource Infoirmation System (HRIS)

• Data Act in PNG 2 and 2021

(c) Skills.
• Strong Public Relations and Interpersonal Skills.
• Proficient in Computer skills, especially spreadsheet and database
• Excellent written and oral communication skills.

(d) Work Experience
At least three (3) years or more work experience in information Management System, Human Resoiurce management or similar within the public or private sector context
