Job Description / Responsibilities:

1. PURPOSE
To enable the organization structure to change and adjust in ways that will provide operational flexibility and the administration support services required to deliver policing services across PNG. To ensure a consistent evaluation of job sizes across the organization and provide high-quality professional advice on the organizational development of the RPNGC.

2. DIMENSIONS
Financial: Authorized Requisition Officer
Staff: 6 staff
Others: Direct and productive working relationships with all (over sixty) budget activity managers across the organization

3. PRINCIPLE ACCOUNTABILITIES
• Maintain an intimate working knowledge of the objectives, strategies and plans of the Divisions, Directorates and Sections across the Constabulary
• Analyzing and evaluating current systems and structures to test their alignment with organizational objectives and structures
• Storing, sharing and maintenance of the Constabulary's organograms and job descriptions
• Initiate new ideas and recommend changes for improving the operational processes by reviewing, developing, and maintaining the policies and Standard Operating Procedures (SOPs)
• Be responsible for corporate priorities relating to the successful development and implementation of transformation and improvement strategies
• Evaluate the effectiveness of existing policies and SOPs and initiate the changes as required

4. MAJOR DUTIES
• Analyses and evaluates current systems and structures.
• Discuss current systems with management and observe methods at all organizational levels.
• Undertakes and reviews organization structure by analyzing existing and proposed methods and procedures
• Records, maintains and analyses the Constabulary's organograms, role and responsibility statements, evaluation reports, manuals and job descriptions.
• Prepares and recommends proposals to revise methods and procedures, alter workflows, redefine job functions and resolve organizational inefficiencies.
• Assists in implementing approved recommendations and issues revised instructions, procedure manuals, and other documentation.
• Document operational policies and SOPs
• Perform ad hoc assignments as and when required.
• Develop and maintain job descriptions for all positions across the Constabulary

5. NATURE AND SCOPE
Assist divisions in achieving greater efficiency, solve organizational structure problems, and study organizational structures, methods, systems, and procedures.

5.1 WORKING RELATIONSHIP
(a) Internal
The HRM director, OIC-Salaries, 2IC, and other officers are responsible for the role.
(b) External
Department of Personnel Management, Department of Treasury, private sector organisations engaged in human resources skills development

5.2 WORK ENVIRONMENT
• The OIC Organization and Methods will work closely with the Director of Human Resource Management to review and provide advice on organizational structures and methods.
• This position will require external travel inline of duties and responsibilities

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
 Rules/procedures
The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics.

 Decision
The job holder has no authority to make decisions without consulting Director HR

 Recommendations
The job holder is to provide recommendations to the executive management on how to develop the section to meet the objectives of the RPNGC

7. CHALLENGES
• Outdated processes: The RPNGC will need to modernize its procedures to incorporate modern and efficient working methods.
• Lack of accountability: Organizations require employees to be accountable to best practices, industry standards, and government regulations.
• Maintain the relevance of policies and procedures : Policies and procedures constantly evolve along with industry standards and government regulations. As they evolve, documents need to be updated, old versions need to be archived, and new versions need to be published, disseminated, and tracked.
• Collect information: To collect required staff or organization structure-related information across the Constabulary and disseminate information relating to the O & M
• Effective Communication: Having effective communication with the team is essential. Due to the different personalities of the team members, the chances of miscommunication will be high.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
• Degree or Diploma in business management, human resource management, Industrial/Organisational Psychology or related field

(b) Knowledge
Must be knowledgeable in the:
• Public Finance (Management) Act
• Police Act
• Public Service (Management) Act
• Public Service General Orders
• Public Service policies, procedures and systems
• Procurement Policy development practices and procedures in the Public Service
• PNG Employment Act
• SCMC Act
• Code of Ethics and Conduct
• PNG Government’s GEDSI Policy

(d) Work Experience
• At least five years of work experience in a middle management, organization, and Methods-related role and ten years of work experience in human resource management.
• Experience designing and implementing organization structure changes
