Job Description / Responsibilities:

1. PURPOSE
To plan, develop and implement policies and strategies of RPNGC in line with the Government of PNG directives to ensure that the Constabulary fulfils its purpose of better policing and enforcing the laws.

3. PRINCIPLE ACCOUNTABILITIES
3.1 Leads and supervises the Corporate Planning Directorate to ensure effective and efficient delivery of the Corporate Planning s key functions in the context of the RPNG Constabulary Vision, Mission and Corporate Objectives.

3.2 Plan, develop, implement, monitor and evaluate policies and strategies of the Constabulary that align with those of the government to improve the delivery of policing services.

3.3 Develop, monitor and review short and long term strategic plans for the directorate and budget estimates.

3.4 Improve current processes and optimize organizational procedures for efficiency and productivity.

4. Major Duties

4.1 Lead the development an d implementation of policy and strategy in areas within the Corporate Planning Directorate in line with the Constabulary and national directives, and contribute to the development of organisation wide policies and strategies that ensure compliance with leg al and operational requirements and ensure improvement in Police service delivery and consistency of practice.

4.2 Influence the Constabulary s planning process by developing resource and budget plans for their areas of responsibility, in line with its priorities, to enable the delivery of the Constabulary s policing plan.

4.3 Lead, motivate, engage, managemanage, and develop a team of senior policing professionals and provide leadership across multiple areas of significant responsibilities. Protect and promote workforce wellbeing and professional standards to enable a high-performing team.

4.4 Oversee subordinate managers and guide them to ensure the effective execution of plans.

4.5 Provide draft policy documents, including Policy Submissions, Information Papers, Statu tory Business Papers, etc., for the Constabulary and establish and maintain a filing system and Registry for all Parliamentary and National Executive Council documents, as required.

4.6 Assist the Assistant Commissioner of Police: Policy & Planning in drafting Constabulary policy documents and plans, including annual and five year strategic plans, Corporate Plans, and Management Reports and Plans.

4.7 Analyze Constabulary plans and policies, including those of the Divisional, Directorate, Provincial and Metropolita n Planning and advise of their validity and practicality and advise as to whether there is compatibility and consistency between National Policies, Plans, Goals, Objectives and those of the Royal Papua New Guinea Constabulary.

4.8 Assist in developing common policy planning and reporting systems and formats for the Royal Papua New Guinea Constabulary.

4.9 Liaise with divisional heads and officers from outside government departments and organizations to respond to policy documents and submissions that require comments from the Constabulary.

4.10 Conducted and participated in appropriate workshops, seminars, training courses, and initiatives on policy and planning matters for the Royal Papua New Guinea
Constabulary.

4.11 Collaborate with cross functional teams to develop and refine strategic initiatives.

4.12 Identify opportunities for growth, improvement, and innovation within the Constabulary.

4.13 Monitor industry trends and evaluate their potential impact on the Constabulary.
4.14 Conduct risk assessments and develop contingency plans to mitigate potential disruptions.

4.15 Prepare Annual Management Plans and budgets for the Corporate Planning Directorate

4.16 Prepare activity reports for the Corporate Planning Directorate as required

4.17 Prepare and present reports and recommendations to Assistant Com missioner of Police: Policy & Planning and senior management.

4.18 Support the Constabulary s Code of Ethics by demonstrating a visible personal commitment to the Constabulary s Corporate Vision and overall objectives and successfully implementing the Constabul ary s Corporate Values.

4.19 Perform any other duties as required.

5. NATURE AND SCOPE
The Director of Corporate Planning reports directly to the ACP Policy & Planning. This position is senior leadership within the Constabulary's management structure. The Directorate administers the Constabulary s strategic management system and is responsible for promotion, coordination, administration, and policy development in relation to the corporate plan, strategic plans, annual plan and report, monitoring and evaluat ion, and action plans, as well as the development, implementation, and management of the Constabulary s Management Information System.

5.1 WORKING RELATIONSHIP
(a) Internal
DCP Administration, ACP Policy and Planning, ACP Human Resources, ACP Logistics, Divisional Commanders, Designated Directors from the Other Divisions, FAS Finance and Administration and other officers within the Constabulary as required
(b) External
Liaises and consults Law & Justice Sector agencies, PNG-Australia Policing Partnership, GoPNG Departments and Statutory Bodies, Foreign missions and Diplomats, Chamber of Commerce, Church Groups, NGOs, Donor Agencies (other countries partnerships to PNG Policing)

5.2 WORK ENVIRONMENT
The Director of Corporate Planning & Policy is responsible for ACP Policy & Planning. The services this Directorate provides include statistical data monitoring and control of project implementation. It also monitors statistical trends and assembles a statistical database for proper information and decision-making by management. The Directorate collects and collates needs identified by other Divisional Directors' requests, queries, and inspections. Based on the intelligence received, proper forecasting methods are used to make result-based predictions.

6. GOVERNANCE FRAMEWORK

Police Act, Constabulary Standing Orders, Public Finance Management Act, Public Service General Orders 2012, Organic Law on Provincial & Local Level Governments

(b) Decision
The authority to make decisions without reference, provided the decisions fall within the scope of the dimensions of the role and are in close reference to the above rules and procedures.

(c) Recommendations
Makes recommendations on matters affecting the Directorate and its strategic solutions to the Policy & Planning ACP

7. CHALLENGES
Major challenges for the Director of Corporate Planning include;

  • Oversee and participate in preparing, maintaining, and monitoring long-term constabulary plans, the primary document of which is the constabulary’s corporate planning process.
  • The Directorate is also crucial to the ongoing reforms of the Constabulary and, in most cases, takes on tasks and assignments that arise, and these have an impact on the Directorate's ability to fully implement several of the proposed activities within its annual management plan.
  • Ensure that the Medium Term Development Strategy and its Public Sector Reform Strategy focus on good governance as the benchmark for public sector organizational improvement, which is also a priority to the Constabulary.
  • To maintain the Corporate Planning Directorate in the effective performance of planning, evaluation services and implementation of the RPNG Constabulary’s Corporate Plan in a timely and ethical manner.  Balancing limited resources and budget constraints while meeting the operational needs of the police force.
  • Ensure effectiveness and efficiencies with result-based outcomes, including continuous improvement of strategic planning processes and procedures.
  • Improve the right technical skills within the Directorate to ensure staff meet the Directorate’s targeted objectives on time.

A bachelor’s degree in strategic management, Public Policy Management, Strategic Management and Business Administration. A master's degree is preferred.

(d) Work Experience
Minimum of 10 years’ experience within a related public or private sector field with extensive experience in policy analysis and development. At least five (5) years of contemporary experience in a leadership or management position.
