Job Description / Responsibilities:

1. PURPOSE
Direct, Plan, lead and control all activities of Research and development functions across the Royal Papua New Guinea Constabulary to strengthen accountability, transparency, and partnerships with relevant Stakeholders.

Financial: This section does not have a separate budget. However, it will receive funding from the Policy and Planning division.

3. PRINCIPLE ACCOUNTABILITIES

  • Ensure that internal policy developments are in line with Papua New Guinea government requirement
  • Design and lead research and development programs and projects across the breadth of the Royal Papua New Guinea Constabulary’s strategic priorities – ensuring that work is delivered to time and quality expectations, within budget, and with appropriate measures of its impact.
  • Develop and maintain effective relationships and networks with key stakeholders involved in relevant policy, delivery and research – including national and local government, other national/local agencies, trusts and foundations, service providers, and other research centers and think tanks.
  • Support the governance of the Royal Papua New Guinea Constabulary by producing or contributing to reports and presentations for the Executive Management Team.
  • Assist the Assistant Commissioner of Police: Policy & Planning in communicating and promoting the Constabulary and identifying opportunities for research and evidence to influence policy and practice across its Policing activities and functions.
  • Inform the executive management on the development of the policies
  • Responsible for preparing the Division’s budget plan by participating in the Annual Management Plan and Quarterly budget review

4. MAJOR DUTIES

  • Manage the Constabulary’s Research & Development process by developing resource and budget plans for their areas of responsibility, in line with its priorities, in order to enable the delivery of the Constabulary’s policing plans and strategies.
  • Direct and control the functions of the Uniform Research Branch and Project coordination sections of the Constabulary to ensure the effective performance of the Directorate's key functions in contributing to the overall achievement of the Royal Papua New Guinea Constabulary’s goals.
  • Conduct investigations &/or research projects, either major or minor, into all areas of the organization, either at the direction of the Commissioner or either Deputy Commissioners Regional Operations, Specialist Operations, Administration &/or Chief of Bougainville Police. Projects to include investigations into existing and proposed operations, changes to systems and procedures, and efficiency of existing operations.
  • Contribute to and participate in the formulation of major policy through the activities of this branch and membership of the Executive Management team.
  • Contribution to the formulation of the constabulary Policy & Planning process and coordinate the total policy plan document, including updates for approval by the Policy Executive Committee.
  • Participate in the Policy Executive Committee (PEC) activities by contributing professional advice based on the branch's activities as and when required.
  • Prepare the Directorate budget, monitor and review ongoing expenditures, and contribute to the financial planning process and research projects.
  • Determine the directorate's work priorities, programs, and plans, as well as branch staff selection and training.
  • Set Directorate goals and monitor progress towards their achievement
  • Oversee subordinate managers and guide them to ensure the effective execution of plans.
  • Provide draft documents, including Policy Submissions, Information Papers, Statutory Business Papers, etc., for the Constabulary and establish and maintain a filing system and Registry for all Parliamentary and National Executive Council documents, as required.
  • Assist the Assistant Commissioner of Police: Policy & Planning in drafting Constabulary policy documents and plans, including annual and five-year strategic plans, Corporate Plans, and Management Reports and Plans.
  • Assist in developing common policy planning and reporting systems and formats for the Royal Papua New Guinea Constabulary.
  • Conduct and participate in appropriate workshops, seminars, training courses, and initiatives on policy and planning matters for the Royal Papua New Guinea Constabulary.
  • Lead high-level research activities, including research, competitive analysis, and scenario planning.
  • Identify opportunities for growth, improvement, and innovation within the Constabulary.
  • Monitor socio, political and economic trends and evaluate their potential impact on the Constabulary.
  • Prepare Annual Management Plans and budgets for the Research & Development Directorate
  • Mentor and provide for the professional development of subordinate staff.
  • Prepare and present reports and recommendations to Assistant Commissioner of Police: Policy & Planning and senior management.
  • Support the Constabulary’s Code of Ethics by demonstrating a visible personal commitment to the Constabulary’s Corporate Vision and overall objectives and successfully implement the Constabulary’s Corporate Values.
  • Carry out other duties as required consistent with the above and directed by the Executive.

5. NATURE AND SCOPE
This is the senior position in the Research & Development directorate which reports directly to ACP Policy and Planning. This role is highly oriented to maintaining strict policy guidelines and developing policies that are set by RPNGC for the whole of the Constabulary. The Director of Research & Development oversees the design, development, and implementation of research and development strategies within the Royal Papua New Guinea Constabulary. The incumbent is responsible for researching emerging technologies, analyzing existing products and processes, and developing solutions to improve Police service delivery.

5.1 WORKING RELATIONSHIP
(a) Internal
DCP Administration, ACP Policy and Planning, Director Corporate Planning, ACPs and Directors from the other divisions within the PHQ, Divisional Commanders, Provincial Police Commanders & Metropolitan Superintendents, FAS Finance & Administration and other staff within the Constabulary as required.

(b) External
Liaises, consults, and, at times, collaborates with law and justice Sector agencies, the PNG—Australia Partnership, GoPNG Departments and statutory agencies, foreign missions and diplomats, Donor agencies, and other private sector agencies as required.

5.2 WORK ENVIRONMENT
The incumbent is responsible for ACP Policy and Planning. The Research & Development Directorate provides support services for strategic planning and policy analysis, which are services provided to the Policy Executive Committee, organization support, statistical data, and monitoring and control of project implementation.
The Directorate collects and collates needs identified by Divisional Directors, particularly from the Commissioner’s tours. Forecasts and predictions are based on intelligence received. It identifies strategic issues and constraints, conducts research investigations to acquire decision-making data for management, and develops position papers (i.e. policy analysis). This includes job regrading, establishment changes, creation of new positions, organizational re-design, workload assessment and measurement, manpower planning, forms and procedures design, and method study.

6. GOVERNANCE FRAMEWORK
(a) Rules/procedures
The Police Act 1998, the Constabulary Standing Orders revised version 2022, the Public Service (Management) Act 2014, The Public Finance (Management) Act 1995, and The PNG Government General Orders (2012), The Planning and Monitoring Responsibility Act 2016.

(b) Decision
The authority to make decisions without reference provided the decisions fall within the scope of the dimensions of the role and are in close reference to the above rules and procedures.

(c) Recommendations

  • To provide recommendations to the ACP Policy & Planning on developing, strengthening and improving the Directorate to achieve the objectives of the RPNGC.
  • To provide recommendations to the Police Executive Committee on how to develop, strengthen, and improve the systems and processes to achieve the objectives of the RPNGC.

7. CHALLENGES

  • Collecting the data through the intelligence received also includes obtaining information from the divisional directors, particularly from the commissioner’s tours.
  • Identify strategic issues and constraints, conduct research investigations to acquire decision-making data for management, and develop position papers (i.e. policy analysis). This includes job regrading, establishment changes, creation of new positions, organizational re-design, workload assessment and measurement, manpower planning, forms and procedures design, and method study.
  • Monitor statistical trends in the demand for and supply of Police services. Assemble a statistical database for management information and decision-making. This includes SPAP project monitoring (cash flow), critical path analysis, and capital works review.
  • The Directorate is also crucial to the ongoing reforms of the Constabulary and, in most cases, takes on tasks and assignments that arise, which impact the Directorate's ability to fully implement several of the proposed activities within its annual management plan.
  • Insufficient budget allocation as this Directorate draws funding from the Policy and Planning Division.
  • Effective communication is the cornerstone of successful team management. It's the director's responsibility to ensure everyone understands their roles, the project's goals, and how their work contributes to these goals. This involves regular meetings, clear and concise instructions, and an open-door policy where team members can voice their concerns and ideas.
  • Ensuring Quality control and compliance with regulations and standards are other significant challenges in directing research projects.
  • Dealing with the uncertainty and handling the risk will be challenging sometimes
  • Stakeholders, from funding bodies, Executives, and clients to the public and the research team, have their own expectations for the project. Balancing these expectations while staying true to the project's objectives is delicate.
  • Time is a precious resource in research projects, and managing it effectively is a significant challenge. Delays can lead to increased costs, missed deadlines, and reduced quality. The director must, therefore, implement effective time management strategies to ensure the project stays on schedule.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
The job holder should possess a minimum Degree in Strategic Management, political science, Public Policy and Administration, or in a related field. An MBA or relevant master's degree is preferred.

(b) Knowledge

  • The relevant systems and processes related to legislations, policies and regulations and the roles and responsibilities of the Government agencies with the responsibility to implement them.
  • The Police Act, Public Service (Management) Act, General Orders, Public Finance Management Act, Organic Law on Provincial & LLG, relevant Government policies and parts of the PNG Constitution.
  • Well-versed in theory and practice of public administration and management sciences, policy analysis, development and formulation. Sound knowledge and familiarity with research methods, techniques, and analysis.
  • Technical knowledge of policy development, monitoring, and evaluation.

(d) Work Experience
Minimum of 10 years of relevant experience in all forms of policy development and a proven track record in research, strategic policy analysis, and policy formulation in the public or private sectors. At least five (5) years of contemporary experience in a leadership or management position.
