Job Description / Responsibilities:

1. PURPOSE
The incumbent researches, analyses and reports on significant corporate issues including participation in Royal Papua New Guinea Constabulary’s corporate planning process at meetings and seminars. Assists the Director of Corporate Planning in identifying activity plans and strategic plans, conducting and evaluating plans. Ensures timely and accurate delivery of operational information to relevant key stakeholders/customers for decision-making &/or information.

3. PRINCIPLE ACCOUNTABILITIES

  • Provide timely reports and briefs to the Director of Corporate Planning on the progress of Monitoring & Evaluation reports.
  • Ensure targets and objectives of work programs are achieved consistent with Divisional and Directorate Work Plans
  • Monitor and evaluate policies and strategies to support improved delivery of policing services within Papua New Guinea.
  • Monitor and evaluate policing and law enforcement-related issues and develop weekly briefs, primers, and strategic policy analysis reports to support the directorate and division's planning, policy development, monitoring and evaluation, and decision-making.
  • Engage in developing and reviewing evaluation policies, strategies, frameworks, operational guidelines and tools and promote their application.  Responsible for tracking evaluation plans and practice across the Centre and coordinates quality assessments and cross-evaluation learning opportunities.

4. MAJOR TASK AND ACCOUNTABILITIES

  • Oversight and participation in the development, preparation, maintenance, and monitoring of long-term constabulary plans, the primary document being the constabulary’s corporate plan; contribute where appropriate and effectively and efficiently coordinate the formulation of major policies and strategies.
  • Ensure that individual activities and performance targets are consistent with the Divisional Work Plan.
  • Monitor and Evaluate Police statistics and issues and develop strategic policy analysis reports consistent with the Corporate Plan.
  • Define monitoring and evaluation methods to capture demands on Policing that are consistent with the government’s development priorities.
  • Develop internal methods of monitoring and evaluation plans (including the Management and Corporate Plans) to support the effective and efficient operations of the Directorate.
  • Maintain close liaison with the Departments of Prime Minister & NEC, Finance and National Planning & Monitoring to ascertain and keep abreast of policy, political, economic, and legislative issues and particularly the resource management system.
  • Maintain close liaison with Divisional heads, directors, Provincial Police Commanders, and Metropolitan Superintendents to assess performance gaps in the preparation of the Constabulary's future strategic plans.
  • Conduct reviews of the present and future external environment in which the RPNGC operates so that objectives and plans can be maintained to conform to the future operating environment.
  • Ensures up-dating of the plan, reviews its progress, and evaluates RPNG Constabulary’s performance against the plan.
  • Conducts research, feasibility studies and research to provide researched information for senior management decision-making.
  • Design and implement data collection systems, including surveys, interviews, and focus groups, to gather relevant information for monitoring and evaluation purposes.
  • Provide reports and briefs to the Director Corporate Planning on the progress of Monitoring & Evaluation reports.
  • Assist the Director of Corporate Planning in reviewing the directorate's annual work plan and budget requirements to ensure alignment with performance targets and objectives.
  • Prepare timely and accurate reports on monitoring and evaluation findings, highlighting key findings, trends, and recommendations.
  • Upon direction or appointment, attend and participate in conferences, seminars or workshops on behalf of the Directorate, Division or Constabulary.
  • Supports the Constabulary’s Code of Ethics by demonstrating a visible personal commitment to the Constabulary’s Corporate Vision and overall objectives and successfully implementing the Constabulary’s Corporate Values.
  • Stay updated on best practices and emerging trends in monitoring and evaluation methodologies and tools.
  • Carry out other duties as required consistent with the above.

5. NATURE AND SCOPE
The Corporate Planning & Police Directorate basically administers the Constabulary’s strategic management system and is responsible for promoting, coordinating, administering, and developing policy in relation to the corporate plan, strategic plans, annual plan and report, monitoring and evaluation plan, and action plans, as well as developing, implementing, and managing the Constabulary’s Management Information System.
As a member of the Corporate Planning Directorate, the incumbent assists the Director by applying specialist knowledge in evaluating existing policies and determining if policies are aligned with the stated goals and objectives of the Constabulary of the National Government. In carrying out the roles and functions of the position, the job holder will consult with internal and external stakeholders to ensure the inclusion of relevant factors by identifying benefits, disadvantages, and omissions in existing policy frameworks.

5.1 WORKING RELATIONSHIP
a) Internal
Collaborate closely with the Assistant Commissioner of Policy and Planning, Director of Research and Development, Director of Corporate Planning, Divisional Commanders, Provincial Police Commanders, FAS, ACPs, Directors and other officers from the other respective divisions within the Constabulary.

b) External
Engage with the Department of PM & NEC, Department of National Planning & Monitoring, Department of Finance, Department of Personnel Management, Department of Provincial & Local Level Government Affairs Office of Public Prosecutor, research institutions, other government agencies, and other external stakeholders as required.

5.2 WORKING ENVIRONMENT
The Corporate Planning & Police Directorate basically administers the Constabulary’s strategic management system and is responsible for the promotion, coordination, administration and policy development in relation to the corporate plan, strategic plans, annual plan & report, monitoring & evaluation plan and action plans, as well as the development, implementation and management of the Constabulary’s Management Information System.

The Directorate is responsible for overseeing and participating in the preparation and monitoring of long-term Constabulary plans, the primary document being the Constabulary’s corporate planning process. It is also responsible for managing the strategic management process within the RPNG Constabulary and providing advice to senior management in relation to strategic management and/or policy issues.

The incumbent is responsible for assisting the Director of Corporate Planning Directorate in the effective performance of planning and evaluation services and the timely and ethical implementation of the RPNG Constabulary’s Corporate Plan.

6. GOVERNANCE FRAMEWORK

The Police Act, the Constabulary Standing Orders, the Public Service (Management) Act, the Public Finance (Management) Act 2021, Vision 2050, the PNG Government General Orders (2012), Organic law on Provincial and local level government and relevant government legislations.

c) Recommendations
To provide recommendations to the Director of Corporate Planning on how to develop the Directorate to achieve the objectives of the RPNGC and stay up-to-date on the latest developments in research and evaluation.

7. CHALLENGES

  • Producing valid and unbiased evaluations on a range of programs from observations and data.
  • Conducting valid and impartial evaluations to ensure that good evidence for decision-making is provided.
  • Maintaining close liaison with the Prime Minister’s and Finance & Planning Departments to ascertain and keep abreast of policy, political, economic, and legislative, particularly the resource management system.
  • Maintaining close liaison with Provincial Police Commanders to assess performance gaps in the preparation of future RPNGC corporate plans.
  • Working with data owners, stakeholders, and team members who may not have a research and/or evaluation background.
  • Working collaboratively in cross-directorate and cross-portfolio teams in an environment with competing deadlines.
  • Providing accurate and timely analysis across multiple projects with competing and changing timeframes to ensure that decisions and advice are based on the best possible data and information.
  • Other important challenges include conducting reviews of the present and future external environment in which the RPNGC operates so that objectives and plans can be maintained to conform to the future operating environment.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • A bachelor's degree in social sciences, statistics, public administration, or a related field accepted by the RPNGC and Department of Personnel Management.

(b) Knowledge

  • Strong knowledge of monitoring and evaluation methodologies, tools, and techniques.

  • Sound knowledge of RPNGC with emphasis on policy development issues.
  • Possess knowledge of research and strategic analysis, planning, M&E and implementation of programs and projects.
  • Conversant with open government conventions, Digital Transformation Policy, ICT regulations, MTDP, and other relevant government development policy priorities.
  • Conversant with DG Act 2022 and other relevant laws and regulations including Public Finance (Management) Act and regulations, Public Service (Management) Act and Public Service General Orders.

(c) Skills

  • Proficiency in quantitative and qualitative research methods
  • Ability to analyze information accurately and come to sound conclusions
