Job Description / Responsibilities:

1. PURPOSE
To provide comprehensive research and administrative support to the Senior Systems and Procedures Officers in all matters relating to the coordination of policy development, implementation and reporting.

2. DIMENSIONS
Financial: Authorized Requisition Officer
Staff: There are (x) 4 Systems and Procedures Research Officers who report directly to the OIC.
Others: N/A

3. PRINCIPLE ACCOUNTABILITIES

  • Effectively design, coordinate and conduct policy-relevant research on other aspects of Law & Order, Justice Sector, as agreed by the Director Research and Development.
  • Assisting Director Research &Development to conduct high-level research or any other tasks as instructed by the Executives through ACP Policy & Planning and Director R&D from time to time based on need analysis
  • Proper administration and development, implementation and evaluation of research projects.
  • Effectively design, coordinate and conduct policy-relevant research and development phase of new projects to ensure the project meets clients’ expectations.
  • Ensure compliance with Constabulary Standing Orders.
  • Ensure a People Culture working environment through consultative arrangements.

4. MAJOR DUTIES

  • Executes supervisory roles as a leader in conducting research and coordination to influence the policies and practices of governments and NGOs, with a particular focus on Law and order and justice Sector peace building
  • Performing the leading and supervisory role in planning and coordinating all research activities relating to systems and procedures within the RPNGC in consultation with the Director of R&D and fellow research officers.
  • Supervise junior research officers in data collection, analysis and collate respective sector unit performance reports on a periodic, monthly, quarterly, half-yearly and annual basis.
  • Provide advice and guide concerned divisions and directorates on policy development including strategic plans to be aligned with the Corporate Plan, National Coordination Mechanism (Law & Order, Justice Sector), National Strategic Plan and MTDP.
  • Develop and maintain relations with key stakeholders and interlocutors to build networks.
  • Collate research reports designed to influence the policy and practice of peace builders and others who influence the prospects for peace, provide analysis, and report to the Director of Research and Development.

5. NATURE AND SCOPE
The position is within the RPNGC Policy and Planning Division and reports to the Director of Research and Development. The position reports on operational activities, specifically on issues with policing systems and procedures and concurrent developments. The position may report to other Activity Managers across the Constabulary as required.

5.1WORKING RELATIONSHIP

(a) Internal
The OIC Systems & Procedures reports directly to the Director R&D. He/She provides research data reports, information, and support to team members and supervisors on policing issues based on research. The position requires the incumbent to establish working relationships and dialogue with senior management and operational units and counterparts within RPNGC.

(b) External
Establish and maintain effective working relationships with external stakeholders, such as government agencies (Defense, Department of Justice, and Department of CIS), community organizations, and international partners and agencies for information and data collections.

5.2. WORK ENVIRONMENT

  • The position is administrative and is located in Police Headquarters; however, when required, official visits to government agencies within and outside the National Capital District related to the job are evitable.
  • Constraints will be due to amendments to policies and legislations and restrictions Imposed through government circulars and instructions.
  • Maintain a high level of confidentiality of information.
  • Maintain a high level of work ethic and professionalism.

6. GOVERNANCE FRAMEWORK
a) Rules/procedures
The position is guided by the following guidelines and legislation

  • The Employment Act 1978.
  • The Police Act 1998; the Constabulary Standing Orders.
  • The Public Service (Management) Act 2014.
  • The Public Finance (Management) Act 1995.
  • The PNG Government General Orders (2012).
  • The Planning and Monitoring Responsibility Act 2016.

b) Decision
The authority to make decisions without reference, provided the decisions fall within the scope of the role's dimensions.

c) Recommendations
Any recommendations made by this position should align with the NEC Decision, relevant legislation pertinent to coordinating the implementation of Donor-Funded Activities, the RPNGC Corporate Plan, and relevant internal policies. Recommendations are forwarded to the Polic Executive Committee through the Senior Policy Coordinator and monitoring Officers.

7. CHALLENGES

  • Ensure quality Research findings and maintain compliance with modern techniques and skills.
  • A high level of communication with stakeholders in providing administrative support and promoting service is a challenge to the sector in terms of policy planning, establishing sector priorities and implementation against scarcity of resources and reporting.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
Must hold a first degree in Public Policy, Politics, Development Planning & Administration, Legal Studies or Social Science.

(b) Knowledge
Must be knowledgeable in:

  • Knowledge of the PSM Act, GO, and PMNEC Act and sound knowledge of relevant laws and legislations.
  • Qualitative and quantitative methods of research and analytical report writing.
  • Proven high written and verbal communication skills, including producing comprehensive professional written documents of an outstanding quality report.
  • Research Designs & Methodologies.

(c) Skills

  • Empirical research, data analysis, and writing evidence–based reports and practical recommendations.
  • High level of organization and planning skills.
  • Sound leadership and interpersonal skills
  • Computing skills, MS Word, Excel, PowerPoint etc.
  • Practical and theoretical understanding of peacebuilding, including how law & order is integrated into peacebuilding.
  • Presentation skills.

(d) Work Experience

  • Minimum of five (5) years working experience in a similar position within the Public Service or the private sector.
