Job Description / Responsibilities:

1. PURPOSE
Support Director Lands and Building in implementing and monitoring company policies and procedures related to RPNGC Assets focused on Lands and Buildings; responsible for ensuring physical assets and performance of assigned properties. Also, support RPNGC EMT and other Divisions with special projects and related work.

3. PRINCIPLE ACCOUNTABILITIES
• Coordinates OIC Barracks and other land and building managers
• Provide leadership and guidance to all staff within the directorate.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws
• Oversees and monitors the daily activities and tasks for the directorate, ensuring that all are completed and results are produced and provides updates to the director.
• Provide daily and monthly reports on the progressive results of the Annual Management Plan and other activities/programs to update the Director's lands and buildings.
• Critically monitor staff’s performance and provide staff performance reports to the director for the purpose of performance appraisal.

4. MAJOR DUTIES AND RESPONSIBILITIES
• Establishes and coordinates a communication system involving transactions and activities between onsite staff and the RPNGC Logistics Division to ensure appropriate monitoring and control of land and building issues and operations.
• Monitors, assists, and makes recommendations to improve property operations; reviews occupancy status; recommends rent schedules and prepares rent increase requirements for governing agencies
• Reviews/audits property administrative, accounting, and maintenance areas to ensure
• Compliance with established policies and procedures; approval of all exceptions. Oversees the resolution of resident relation issues
• Coordinates periodic inspection of vacant land and buildings for preparedness for occupancy or development.
• Assists in or develop corrective programs to ensure the physical and fiscal well-being of the barracks communities
• Prepares annual operating and capital budgets; monitors budget performance and prepares summary reports for the Annual Management Plan.
• Reviews and approves expenditures within specified budgetary guidelines. Negotiates and/or evaluates contracts and makes recommendations
• Assists in the update, revision and/or development of forms, reports, and manuals relating to property management issues and operations. Ensures implementation, as appropriate
• Develop, oversee and manage the overall daily operations of the directorate, such as supervising staffs, maintaining supplies and resources, and coordinating with staffs in matters relating to lands and buildings.
• Effectively implement and monitor the Annual Management Plan and relevant activities to ensure results are produced at the highest standard.
• Compile and provide an annual management report to the director for the RPNGC Annual Management Report for the minister to present to the government.
• Prepare and coordinate necessary reports such as inventory, purchase orders, and maintenance of RPNGC assets and properties.
• Implement and ensure compliance with RPNGC policies, CSO and other regulation and procedures.
• Liaise with all OICs to conduct inspections for all assets and properties across the country and provide reports.

5. NATURE AND SCOPE


5.1 WORKING RELATIONSHIP
(a) Internal:
OIC Lands and Buildings reports directly to the Director lands and buildings. Director Lands and Buildings sets the vision and long-term goals for the directorate. Including the strategies to achieve RPNGC vision and monitors the strategy implementation while ensuring the RPNGC complies with all necessary legislation and remains financially solvent.
OIC Lands & Buildings must build and/or maintain strong, professional working relationships with all the OICs within RPNGC to ensure land and buildings activities are implemented effectively and efficiently.

(b) External:
Eengage and collaborate with Department of Lands and Physical Planning and other relevant government agencies, RPNGC partners and other relevant stakeholders to promote cooperation, coordination, and collaboration in supporting RPNGC Land and Building needs.

5.2 WORK ENVIRONMENT
This is a middle management position where OIC Lands and Buildings is in a leadership role, responsible for supervisory and overseeing various lands and buildings activities and programs within RPNGC. Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with duties requirements and activities.
As the OIC Lands and Buildings will involve, supervisory, planning and budgeting, effectively implement plans/activities, monitor performance and writing and providing reports to the director.

The incumbent will closely work with all other OICs within RPNGC to identify needs in lands and buildings matters of RPNGC and provide recommendations and advice to the director to initiate actions.

6. GOVERNANCE FRAMEWORK
a) Rules/procedures
The Police Act; the Constabulary Standing Orders; the Government Strategic Vision 2050, the MTDPs (I, II, III & IV); the RPNGC Corporate Plan 2021-2030; the Public Service (Management) Act 2020; the Public Finance (Management) Act 2021; PNG Government General Orders (2012). Land Amendment Act 2018 and Building Amendment Act 2022.

b) Decision
Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

c) Recommendations
To provide recommendations and advice to the director about lands and buildings programs, initiatives, activities and issues taking place within RPNGC across the country.

7. CHALLENGES
• Effectively supervise and ensure that all staffs comply with policies and regulation of RPNGC and enforce discipline where necessary.
• Effectively implement plans and activities and ensure tasks upon completion, meet RPNGC expectation in accordance with scope of works and are completed within budget and on time.
• Compiling of all necessary reports on time to be submitted to the director.
• Effectively and efficiently manage the administration tasks for the directorate and ensure within the scope of the budget.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
The job holder must possess a bachelor’s degree in either, Architecture, Civil Engineering, urban planning or a related field is required.

(b) Knowledge
The OIC Lands and Buildings must have a working knowledge of Acts of Parliament relevant to both administration and operation of Police force, but not limited to –

(c) Skills
• Exceptional leadership skills to lead and provide guidance to the team members.
• Ability to translate strategic plans or goals and objectives into operation tasks for the members to implement it.
• In-depth skills and knowledge about budgets, financial reports and monitoring expenses.
• Ability to drive and motivate team members to deliver results.
• Excellent written and verbal communication skills, in the English language. Knowledge of a regional dialect would be viewed positively.

(d) Work Experience
Minimum of Five (5) years of experience with three years in a leadership or middle management positions in law enforcement, project management, land and building or experience in a related field.
