Job Description / Responsibilities:

1. PURPOSE
Ensuring RPNGC projects are properly planned and executed according to scope requirements and completed within an agreed duration and within budget constraints. The Project Manager shall ensure project management and construction best practice from project initiation to execution.

3. PRINCIPLE ACCOUNTABILITIES
• Populating project requests into tangible classified proposals for management consideration and funding allocation.
• Identifying all risk associated and actions eliminate or reduce risks.
• Ensure project design and planning, collaboration and coordination with designated teams, and delivery of results within deadlines and budget constraints.
•Oversight of team members, setting deadlines, designating assignments, and monitoring every stage of project progress
• Ensure progress tracking of all projects, summarizing results, and communicating with management, clients, and other stakeholders.

4.MAJOR DUTIES AND RESPONSIBILITIES
• Coordinate and lead planning sessions for project development and execution
• Manage staffing and other resource needs to maximize potential for successful execution of projects
• Define project objectives and scope, identifying involvement of internal and external stakeholders
• Conduct risk analysis to reduce unforeseen obstacles and costs
• Create detailed schedule, project parameters, and budget expectations
• Conduct periodic scope, schedule, and cost reviews using industry best practices, to identify needed adjustments
• Measure project performance and progress throughout campaign execution
• Manage client and other stakeholder expectations to maintain productive and engaged relationships
• Document project activities, obstacles, costs, and results
• Delegate project activities and duties in accordance with team members' strengths and experience
• Provide summarized project plan documentation to departmental managers, clients, and other stakeholders as needed
• Engage in continual learning to remain abreast of industry best practices, new technologies, and emerging standards
• Collaborate with and lead teams to deliver results on schedule and within budget limits
• Execute other duties as assigned consistent with the job

5. NATURE AND SCOPE

5.1 WORKING RELATIONSHIP
(a) Internal:
Project Manager will report directly to the Director Lands and Buildings/ Staff Officer Lands and Building.
Coordinate works with OIC Lands & Buildings and OIC Workshop always maintaining strong, professional working relationships with all the OICs within RPNGC to ensure land and buildings activities are implemented effectively and efficiently.

(b) External:
Eengage and collaborate with all stakeholders, RPNGC partners, contractors and other relevant stakeholders to promote cooperation, coordination, and collaboration in supporting RPNGC Land and Building needs.

5.2 WORK ENVIRONMENT
As Project Manager, you will be based at the Police Headquarters in Port Moresby with opportunities to travel within PNG and internationally in line with operational requirements and project sites.

5.3. GOVERNANCE FRAMEWORK
a) Rules/procedures
The Police Act; the Constabulary Standing Orders; the Government Strategic Vision 2050, the MTDPs (I, II, III & IV); the RPNGC Corporate Plan 2021-2030; the Public Service (Management) Act 2020; the Public Finance (Management) Act 2021; PNG Government General Orders (2012). Land Amendment Act 2018 and Building Amendment Act 2022.

b) Decision
Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

c) Recommendations
To provide recommendations and advices to Director about lands and buildings programs, initiative, activities and issues taking place within RPNGC across the country.

6. CHALLENGES
• Ensuring procedures and processes in place for project identification through to implementation
• Engaging suitable and experienced Project Implementation Officers
• Effectively implement plans and activities and ensure tasks upon completion, meet RPNGC expectation in accordance with scope of works and are completed within budget and on time.
• Compiling of all necessary reports on time to be submitted to the director.
• Effectively and efficiently manage the administration tasks for the directorate and ensure within the scope of the budget.

7. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
• Bachelor’s degree in engineering, Project Management of equivalent

(b) Knowledge
The Project Manager Lands and Buildings must have a working knowledge of Acts of Parliament relevant to both administration and operation of Police force, but not limited to:
• Police Act 1998
• Public Service Management Act 2020
• Land Amendment Act 2018
• Building Amendment Act 2022.
• Public Finance (Management) Act 2021
• Planning and Monitoring Responsibility Act 2016
• PNG Vision 2050
• PNG Development Strategic Plan 2010-2030
• Medium Term Development Plan (all updates)

(c) Skills
• Familiarity with project management programs and processes
• Strong budget management to minimize project cost overruns
• Ability to set and meet project deadlines while maintaining the highest standards
• Excellent quality analysis and control
• Effective written and verbal communication skills
• Ability to build and train teams, identify the right tasks for each team member, and delegate responsibilities accordingly
• Consistent conflict resolution skills

(d)Work Experience
• Minimum five (5) years progressive experience in project management with industrial Experiences
• Experience in workplace health and safety including risk management is an advantage
• Proven track record of successful project management
• Strong technical background in industry
