Job Description / Responsibilities:

1. PURPOSE
The Project Implementation Officer is responsible for planning, coordinating, and overseeing the execution of construction, renovation, and maintenance projects undertaken by the Lands and Building Directorate of RPNGC. This role involves ensuring projects are completed on time, within budget, and meet quality standards while adhering to relevant regulatory requirements.

3. PRINCIPLE ACCOUNTABILITIES
• Responsible for planning and coordination of new and existing projects for the RPNGC including scope, schedule and resource requirements.
• Ensure proper execution and monitoring of project implementation from initiation through to completion.
• Responsible for Preparing and managing project budgets, including cost estimation and expenditure tracking.
• Responsible for overseeing contracts with contractors, vendors, and consultants.
• Ensure construction activities comply with building codes, regulations, and health and safety standards.
• Maintain accurate project documentation, including progress reports, change orders, and project records.
• Serve as the primary point of contact for project-related inquiries and communications to the stake holders

4. MAJOR DUTIES
• Coordinate project activities and ensure alignment with organizational goals and objectives.
• Collaborate with stakeholders to define project requirements and expectations.
• Monitor project progress and address any issues that arise during construction or renovation phases.
• Conduct site visits and inspections to ensure adherence to specifications and safety standards.
• Procure materials, equipment, and services necessary for project execution.
• Optimize resource allocation to maximize efficiency and minimize waste.
• Review contract terms and conditions to ensure compliance with project requirements.
• Evaluate contractor performance and resolve disputes or issues as they arise.
• Conduct quality inspections and tests to verify workmanship and materials.
• Implement corrective actions to address deficiencies and improve project outcomes.
• Prepare regular status reports and presentations for management and stakeholders.
• Document lessons learned and best practices for future project improvements.
• Facilitate meetings with stakeholders to provide updates, resolve issues, and solicit feedback.
• Foster positive relationships with internal departments, external agencies, and community members affected by projects.
• Perform other duties as directed, consistent with the above.

5. NATURE AND SCOPE


5.1 WORKINGRELATIONSHIP
(a) Internal
Reports directly to the Project Manager Lands & Building, Director of Finance and liaise directly with the RPNGC heads of various Branch and also liaise with members of the Force at the Headquarter and at Regional and Provincial Police Stations.

(b) External
Effectively liaise with and seek support from, Finance Department, Governmental Departments, Donor Agencies, Development partners including Private Sector Organizations within the country to ensure efficient and effective Project developments

5.2 WORK ENVIRONMENT
This position requires an excellent project management and implementation skills to properly maintain and monitor all RPNGC project development. The role may require occasional travel to  project sites and meetings, and working hours may vary depending on project deadlines and requirement

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
a) Rules/procedures
The Police Act; the Constabulary Standing Orders; the Government Strategic Vision 2050, the MTDPs (I, II, III & IV); the RPNGC Corporate Plan 2021-2030; the Public Service (Management) Act 2020; the Public Finance (Management) Act 2021; PNG Government General Orders (2012). Land Amendment Act 2018 and Building Amendment Act 2022.

b) Decision
Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

c) Recommendations
To provide recommendations and advice to the Project Manager, and the Project Manager Reports to the Director Lands and Building about RPNGC’s Projects activities and issues taking place within RPNGC across the country.

7. CHALLENGES
• The main challenge is regarding cost reduction, meeting project timeline and to achieve desired result on time and within budget.
• It is imperative to maintain and handle lands and building records with confidentiality. Be sure not to disclose any information without securing the required permission beforehand unless the disclosure is to comply with a court order or government mandate.
• Lack of access to the required information such as Land titles/ registrations,
• Lack of coordination among the stakeholders
• Inadequate resources such as staff, office equipment and limited funding,
• Assembling land for infrastructure projects and addressing these, duly recognizing the legal mandate, will be a tedious task

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or related field from a recognized Training Institution

(b) Knowledge
• Good level of knowledge of RPNGC, Police Act and Property Taxation Laws operations and their management /maintenance procedures.
• Strong knowledge of construction methods, building materials, and industry best practices.
• Familiar with Public Service General Orders, Public Finance Management Act and Regulations, the PNG Constitution.
• Excellent knowledge about rules and regulations in the Police Force.
• Familiarity with relevant regulations and permitting processes.

(c) Skills
• Excellent skills in management and supervision to oversee a complex organization.
• Excellent organizational, communication, and interpersonal skills.
• Ability to manage multiple projects simultaneously and prioritize tasks effectively.
• High level verbal and written communication skills
• Demonstrated the ability to maintain effective relationship with internal and external clients.

(d) Work Experience
At least five (5) years or more work experience in Project Management and Implementation related field within the public or private sector context.
