Job Description / Responsibilities:

1. PURPOSE
The position is responsible for overseeing and assisting in managing land administration and related activities within the Police Force, ensuring efficient and effective land management and property taxation processes relating to land comply with relevant regulations.

3. PRINCIPLE ACCOUNTABILITIES
3.1 Responsible for effectively and efficiently managing all functional, developed and underdeveloped RPNGC land properties around the country.
3.2 Ensure proper management and control of the entire RPNGC land properties are well accounted for and filled both in hard and soft copies for reference in future decisions and development.
3.3 Maintain quality checks of all administration programs, ensuring effective and efficient use of land and tax, up to date, and of good quality and acceptable standards.
3.4 Responsible for providing progressive reports to the Directors of Lands and Building and Finance Director to update the processes of developing land property and to provide annual reports to the top management.
3.5 Responsible for the development of integrated administration schedules for the Royal Papua New Guinea Constabulary and providing advice on property taxation and property developmental changes and recommendations on the management policies.

4. MAJOR DUTIES
4.1 Assist and guidance upon requests and, where necessary, to Commands around the country to ensure effective and efficient Development programs and plans for RPNGC Properties are effectively managed and controlled for the purpose of consistency and continued supervision of the progress of development at the Commands as well as careful analysis based on cost reduction measures and value for money.
4.2 Manage, report, monitor, and administer the control and operational activities by overseeing the usage, paying, and acquiring of land relating to or associated with RPNGC in the country and ensuring continuous updating for consistency.
4.3 Conduct regular monitoring and inspections of the development, acquisition, and taxation around each Command and recommend improvement strategies to maintain good practices relating to the land of RPNGC.
4.4 Ensure implementation of and compliance to the processes by external and internal -all RPNGC staff, both sworn and unsworn staff, to policy decisions as directed by the Standing orders and Laws.
4.5 Evaluate lands report and developmental reports from each branch within the commands around PNG and identify cost reduction measures if need be.
4.6 Identify all lands belonging to, relating to, and associated with RPNGC at the regional, provincial, and local levels of government and make a database on their use and progress as well as legal ownership.
4.7 Evaluate monthly and end-of-year reports and identify where to improve to ensure the stated objectives are met.
4.8 Ensure that a filing and storage system is in place to collect and store data as well as the Regions are all accounted for and a list is maintained so that developmental decisions can be made on readily available updated data. Ensure that updated methods are held from time to time to update the standard of changes.

5. NATURE AND SCOPE
This position ensures the effectiveness and efficiency of quality reporting, administration, and management of RPNGC land Property in terms of development, acquisition of land, and taxation throughout the Royal Papua New Guinea Constabulary institutions in the country.

5.1 WORKING RELATIONSHIP
(a) Internal
Reports directly to ACP Logistics, Director of Lands & Building and OIC Lands and Building.
Lands Officers must maintain strong, professional working relationships within RPNGC to ensure the effective and efficient implementation of land issues and activities.

(b) External
Engage and collaborate with the Department of Lands and Physical Planning to support ACP Logistics and the Director of Lands and Buildings in effectively acquiring land for RPNGC's needs.

5.2 WORK ENVIRONMENT
This position requires excellent administration and management skills to properly maintain and monitor all RPNGC land and property tax development at the professional level and to promote the image of the Police Force at the National, Provincial, and Local Government Policing Institutions Throughout the country.

The Police Act; the Constabulary Standing Orders; the Government Strategic Vision 2050, the MTDPs (I, II, III & IV); the RPNGC Corporate Plan 2021-2030; the Public Service (Management) Act 2020; the Public Finance (Management) Act 2021; PNG Government General Orders (2012). Land Amendment Act 2018 and Building Amendment Act 2022.

Decision
Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

Lands Officer
To provide recommendations and advice to the director about lands and buildings programs, initiatives, activities and issues taking place within RPNGC across the country.

7. CHALLENGES
• The main challenge is regarding cost reduction and achieving the organization's stated Vision, Mission, and Goal using Key Results Area Indicators, Strategies and Key Performance Indicators and a set of stated Objectives.
• Collecting across the RPNGC data site
• Stakeholders engagement with lands and Physical planning to determine all certificates
of occupancy for all RPNGC estate and application of land titles
• Inadequate resources to perform the duties required
• Dependency on the external agents to obtain the required information and processing
• Lack of commercial legal support
• From time to time, there may be tasks for which a limited number of guidelines or procedures exist.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
Possess an appropriate diploma or degree in a related field, such as land administration, Resource Management etc

(b) Knowledge
• Good level of knowledge of RPNGC, Police Act and Property Taxation Laws operations and their management /maintenance procedures.
• Good and acceptable knowledge of the issues affecting the management of PNG Property law, Taxation and an insight of RPNGC.
• Familiar with Public Service General Orders, Public Finance Management Act and Regulations, and the PNG Constitution.
• Excellent knowledge of rules and regulations in the Police Force.
• Knowledge of land use regulations and zoning ordinances
• Understand the process of obtaining permits, licenses, certificates of occupancy and title approvals from local and state agencies
• Knowledge of environmental regulations and laws governing land use
• Knowledge of real estate appraisal principles and methods

(c) Skills
• Excellent skills in management and supervision to oversee a complex organization.
• High level verbal and written communication skills
• Demonstrated the ability to maintain effective relationships with internal and external clients.
• Ability to interpret and explain legal documents, such as deeds and contracts.
• Proficient in conducting research for certificates of occupancy, land titles and other legal documents
• Excellent oral and written communication skills.
• Highly organized with the ability to manage multiple projects simultaneously

(d) Work Experience
At least five (5) years or more work experience in a Lands Administration or in a related field within the public or private sector context. Experience in land surveying and mapping is preferred.
