Job Description / Responsibilities:

1. PURPOSE
The purpose of the position is to control, manage and oversee all activities within the Lands and Building Directorate according to the provisions of the Police act, Land Amendment Act 2018, Building Amendment Act 2022, and other related legislation. Also, advise senior management on budget issues within the Royal Papua New Guinea Constabulary (RPNGC).

3. PRINCIPLE ACCOUNTABILITIES

  • Provide strategic development program planning and programs to accomplish department objectives. Formulates and establishes preventive maintenance programs.
  • The incumbent is responsible for leading the development program and project design as it pertains to all aspects of development, including architectural, engineering, land and building planning and landscape architecture Assists in the evaluation process and inspection of land under consideration for acquisition
  • Manages and supervises all district building and grounds personnel directly or through designated lead positions.
  • Establishes maintenance, groundskeeping, security and custodial requirements for each RPNGC facility across the country
  • Oversees all safety and environmental programs throughout the country to ensure all sites and facilities are environmentally safe.
  • Oversees and monitors all repair cleaning of mechanical systems throughout the country, including maintenance of office equipment and the equipment at the police houses and barracks
  • Plans, develops, recommends and monitors the approved budget for Lands and Buildings directorate
  • Plans, negotiates and administers agreements with outside parties for property insurance and liability insurance.

4. MAJOR DUTIES

  • Plans and coordinates the activities for new construction and land development
  • Monitors and serves as a liaison between the provincial Police Commanders, contractors, consultants and architects.
  • Plans and oversees the implementation of remodelling projects, renovations or major repair projects.
  • Determines and monitors district-wide maintenance needs, requirements and priorities.
  • Determines work priorities, plans organisational structure and functions within positions of Lands and buildings
  • Monitors building projects and maintenance schedules to ensure department standards and schedules.
  • Plans and oversees all Health and Safety projects
  • Monitors department logs and records of service, repair and maintenance.
  • Meets with Provincial administrators and Provincial Police Commanders to assess needs, projects and priorities within each building
  • Ensure complete and timely permitting, leading and coordinating preparation and approval of development agreements, managing land development and site construction
  • Establish strong connections with donors and development partners and actively seek ways to enhance these connections.
  • Ensure that budget allocations within the designated areas of responsibility are appropriately managed and accurate cost estimations are in place.
  • Guidance and support team members on the most effective ways to collaborate and communicate with various external partner organizations and individuals.
  • Perform other duties as directed, consistent with the above.

5. NATURE AND SCOPE


5.1 WORKING RELATIONSHIP
(a) Internal

  • Reports to the Divisional Commander ( ACP) Logistics
  • Liaise with logistics, land and building, and other divisional officers on land and building-related matters.
  • Other officers within the Constabulary as required

(b) External

  • Engage and collaborate with Department of Lands and Physical Planning
  • Department of Works and other relevant government agencies
  • Donor agency partners and other relevant stakeholders to promote cooperation
  • Advisors and consultants from the Partnership programs

5.2 WORK ENVIRONMENT
This is a senior management position relating to land and building matters nationwide. Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements. The Director Lands and Buildings will be under the Logistics division held by ACP Logistics, which is, in turn, managed by DCP Admin. Its core business is to manage the operations and programs of Lands and Buildings to ensure efficient operations and to provide for the safety, health and comfort of staff and the public within facilities of the Royal Papua New Guinea Constabulary.

 Recommendations
To provide recommendations to the ACP Logistics on how to develop the Directorate to achieve the objectives of the RPNGC

7. CHALLENGES

  • Planning standards, regulations and administrative procedures for registering, developing and transferring land exert considerable influence over the equity and efficiency of land markets
  • Lack of access to the required information such as Land titles/ registrations, etc
  • The complexities of land and building administration and management are greatly compounded by the political economy, which prevents problems from being solved.
  • Lack of coordination among the stakeholders
  • Inadequate resources such as staff, office equipment, limited funding, etc
  • It is imperative to maintain and handle lands and building records with confidentiality. Be sure not to disclose any information without securing the required permission beforehand unless the disclosure is to comply with a court order or government mandate.
  • Assembling land for infrastructure projects and addressing these, duly recognising the legal mandate, will be a tedious task

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
The job holder should possess a degree in architecture, civil engineering, strategic management, Construction management or business management, or related field.

(b) Knowledge
The Director of Land and Buildings must have a working knowledge of Acts of Parliament relevant to both administration and operation of the Police force, but not limited to –

  • Police Act 1998

  • Planning and Monitoring Responsibility Act 2016

  • Fundamentals, concepts and processes of planning and contracting out major renovation and new construction projects.
  • Knowledge of heavy civil construction practices

  • State health and safety codes and regulations

(c) Skills.

  • Establishing and maintaining effective working relationships with employees, supervisors, department heads, and Provincial administrators.
  • Delegating, supervising, training, evaluating and planning work assignments and priorities for department staff.
  • Planning, implementing, and monitoring departmental projects, programs, renovations, and construction.
  • Applying procurement techniques, e.g., bid work, preparing project specifications, pricing and ordering.
  • Must be able to read construction documents, surveys and technical reports to maintain quality control and oversee all aspects of construction, including underground utilities, paving, grading and drainage infrastructure
  • Intermediate knowledge of Microsoft Word, Excel, Outlook, and Project
  • Strong financial and accounting, analytical, and interpersonal skill

(d) Work Experience

  • Minimum ten (10) years of related experience, including an emphasis on land development and administration, construction and contract administration
  • Five years experience in a supervisory role.
  • Experience with civil or infrastructure development and construction is also preferred
