Job Description / Responsibilities:

1. PURPOSE
To manage the operations and administration of the media function of the Royal Papua New Guinea Constabulary (RPNGC). Plan, organize and coordinate the media functions across the Royal Papua New Guinea Constabulary to strengthen accountability, transparency, and partnerships with wider Papua New Guineans and relevant Stakeholders.

3. PRINCIPLE ACCOUNTABILITIES

  • The Media Directorate is based in Port Moresby and is responsible for the production and dissemination of police media content across the Constabulary throughout Papua New Guinea and the Pacific region.
  • Director Media is responsible for ensuring that the production and dissemination of all police media content are transparent and in line with all laws, regulations, and standards.
  • Responsible to the Office of the Commissioner. He will also play an advisory role in matters related to sensitive media.
  • Develop and implement comprehensive media strategies and plans aligning with the Constabulary objectives and target audience.
  • Collaborate with internal teams to define campaign objectives, messaging, and creative assets to ensure effective communication.
  • Stay up-to-date with industry trends, emerging media platforms, and innovative media strategies to recommend and implement new opportunities for reaching target audiences

4. MAJOR DUTIES

  • Administering the media and social media policy of the Royal Papua New Guinea Constabulary.
  • Maintain records of media productions and supply as requested.
  • Provide regular briefings and media advice to the Commissioner of Police.
  • Ensure that media staff are adequately trained and efficiently equipped.
  • Liaise with the Legal Officer and Policy Officer in the preparation of Cabinet submissions and legislative and policy amendments on media matters.
  • Ensure that all police media publications or broadcasts are transparent and promote the intent of the Commissioner and the Constabulary as a whole.
  • Contribute to developing organisational governance on media matters as and when required.
  • Collect data and information as required to feed into monitoring and evaluation systems.
  • Conduct staff performance appraisals as required in compliance with CSOs or management instructions.
  • Liaise with the HR division to monitor staff attendance, strictly enforce ethical standards and take remedial actions without hesitation to uphold discipline.
  • Serve as an exemplar of the Constabulary's Code of Ethics by demonstrating a visible personal commitment to the Constabulary's Corporate Vision, Corporate Plan, and Governance instruments.
  • Provide advice and direction to the Directorate and staff to successfully implement the Constabulary's Corporate Values.
  • Such other duties as directed by the Executive.

5. NATURE AND SCOPE

5.1 WORKING RELATIONSHIP
(a) Internal
Office of the Commissioner of Police, Deputy Commissioners, Director of Internal Affairs, Director Legal, Officer In Charge of Firearms, Chief Auditor and subordinates within the Media Directorate and other Divisions of the RPNGC. This position has more working relationships with the Office of the Commissioner than the other directorates.

(b) External
Primary relations with the NEC Media Unit. Secondary media relations may include Radio Broadcast Firms such as NBC, Television Broadcast Firms, Print Media Firms, Donor Agencies, Development Partners, Media sections including Private Sector Organizations, media teams or Units, citizens and community groups in media space.

5.2 WORK ENVIRONMENT
This is a middle-management position relating to all aspects of police media production and development of the RPNGC's policing business across the country. Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements.

6. GOVERNANCE FRAMEWORK
 Rules/procedures
The Police Act; the Constabulary Standing Orders; The Social Media Policy; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012).

 Decision
Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

 Recommendations
To provide recommendations to the Office of the Commissioner on how to develop,
strengthen and improve the Directorate to achieve the objectives of the RPNGC.

7. CHALLENGES
Key challenges for Director Media include:

  • Unauthorized dissemination of fake Police media content on social media.
  • Dissemination of confidential content of the Constabulary.
  • A relatively low number of RPNGC Media personnel with limited equipment.
  • Enhancing the relationship between the Police Media Directorate and relevant partner agencies.
  • Working collaboratively with the RPNGC Executive and relevant stakeholders to ensure appropriate budget allocation to meet operation requirements.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
The job holder must possess a degree-level qualification in a discipline related to the field. A qualification in journalism, video production, photography or related field would be favourable.

(b) Knowledge
Must be knowledgeable in:

  • The relevant media-related legislations, policies and regulations and the roles and responsibilities of the Government agencies with the responsibility to implement them.
  • The sorts of issues encountered when developing and disseminating police media content into a rapidly growing and globalised populace economy coupled with the expectations and attitudes of manipulating information.

(c) Skills

  • Demonstrated ability to Lead the team
  • Strong interpersonal skills and integrity
  • Staff management and administration skills and the ability to influence and persuade.
  • Computer literate and proficient in electronic communication when working.
  • Excellent written and verbal communication skills in the English language. Knowledge of a regional dialect would be viewed positively.
  • Possess individual qualities required of a holder of a public office and the ability to maintain high probity and integrity standards.
  • Effective communication or liaison skills to efficiently manage relationships with stakeholders, including relevant PNG Government departments and agencies, private sector organizations and other key stakeholders.

(d) Work Experience
Minimum ten (10) years of relevant experience in all forms of media production, with demonstrated experience in journalism and video production. A minimum of five (5) years of contemporary experience in a leadership or management position.
