Job Description / Responsibilities:

1. PURPOSE
The position is responsible for conducting research, analyzing data, and providing recommendations to support the development and implementation of policies and plans. Their role is to evaluate existing policies, identify areas for improvement, and propose strategies to address policy gaps and achieve organizational objectives in line with government policies and directives.

To assist Director Corporate Planning and the Director R&D to conduct high-level research or any other tasks as instructed by the directors. Work closely with all the staff of the Policy & Planning Division and other personnel within the organization to develop and evaluate plans and policies.

3. PRINCIPLE ACCOUNTABILITIES

a. Collecting, analyzing, and interpreting data to inform policy decisions and strategic planning within the constabulary.
b. Assessing the effectiveness of existing policies and recommending changes based on data analysis and stakeholder feedback.
c. Assisting in the development and implementation of strategic plans that align with the RPNGC Corporate Plan 2021-2030 goals and objectives.
d. Establishing and monitoring key performance indicators (KPIs) to evaluate organizational performance and operational efficiency.
e. Conducting research on best practices, emerging trends, and new technologies to inform policy and planning decisions.
f. Preparing detailed reports and presentations for senior management, summarizing findings and providing recommendations.

4. MAJOR DUTIES

a. Gathering data from various sources, performing statistical analysis, and interpreting the results to identify trends and patterns relevant to constabulary and its operations.
b. Monitor and evaluate the effective implementations of the policies, systems & process and initiatives, providing recommendations for improvement.
c. Conducting research on existing and proposed policies, analyzing their potential impact, and making evidence-based recommendations for improvements.
d. Reviewing and updating of RPNGC strategic plans, including setting objectives, identifying initiatives, and outlining implementation steps.
e. Develop and maintain a performance metrics to track the effectiveness of policies and initiatives, and providing regular updates to management.
f. Collaborating with internal and external stakeholders to gather input, share findings, and ensure alignment with broader organizational goals.
g. Provide analytical reports detailing research findings, analysis, and recommendations, and presenting to management.
h. Assisting in the management of projects by evaluating the effectiveness and the implementation of these projects.
i. Developing and analyzing various scenarios to anticipate future challenges and opportunities, and advising on potential courses of action.

5. NATURE AND SCOPE

  • Implementation of RPNGC Corporate Plan Goals.
  • Coordination and monitoring of RPNGC strategic plans.
  • Evaluating the effectiveness of projects.
  • Reviewing information and providing feedback to management regarding the efficiency and effectiveness of plans, policies, systems and processes within the RPNGC.


5.1 WORKING RELATIONSHIP
a. Internal

  • Reports directly to Director Corporate Planning.
  • Where required, may be called directly by Executive Management.
  • Divisional heads (ACPs).
  • Activity Managers (PPCs & Directors).

b. External

  • Liaise/consult with other Law & Justice Sector Officials.
  • Other officials from relevant Departments and agencies.
  • Other Stakeholders where appropriate.

5.2 WORK ENVIRONMENT

This is a position responsible for providing advice to internal and external clients on existing policies, identify areas for improvement, and propose strategies to address policy gaps and achieve RPNGC objectives short/long terms. This space of work is more of reasoning, analysis and resolution.

7. CHALLENGES

Excessive distractions that prevent effective planning. Lack of systems, inadequate resources and funding. Limited work force to complete tasks, and impractical organizational planning.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

a. Qualifications
Bachelor degree in public policy management, Administration or other related Humanities Studies. A master's degree in public policy management, Administration or other management studies is preferred.

b. Knowledge

  • Public Service (Management) Act.
  • General Orders.
  • Policy development processes, including research methodologies, stakeholder engagement, and regulatory frameworks.
  • Police Act.
  • Constabulary Standing Orders (CSOs).
  • RPNGC Code of Conduct & Ethics.
  • Law & Justice Sector National Framework.
  • GoPNG 2050 Vision, MTDP4 and other development plans.

c. Skills

  • Strong analytical and research skills, with the ability to collect, interpret, and present data effectively.
  • Knowledge of law enforcement principles, policies, and practices.
  • Familiarity with statistical analysis software and data visualization tools.
  • Excellent written and verbal communication skills, including the ability to prepare clear and concise reports and presentations.
  • Strong problem-solving and critical-thinking abilities.
  • Ability to work independently and collaboratively in a team environment.
  • Attention to detail and the ability to manage multiple tasks and prioritize effectively.

d. Work Experiences

  • Minimum of Five (5) years’ work experience in a government organization, especially in the Law & Justice Sector or SLOS.
  • Have work in other non-government organization for more than five (5) years in related fields of Policy, Planning and Research areas.
  • Proven experience in policy development and implementation, planning, monitoring, evaluation and reporting.
  • Have worked in the other similar law enforcement agencies and security industries dealing with policy analysis.
