Job Description / Responsibilities:
1. PURPOSE
Provide specialized training to Police technicians and personnel on the use of information and communications technology tools, systems, and software. Also serves as a critical link between technology ensuring that officers are equipped with necessary ICT skills to perform their duties effectively and efficiently.

3. PRINCIPLE ACCOUNTABILITIES
- Deliver high quality training sessions to police personnel on various ICT, tools, systems and software according to International Organization for Standards (ISO).
- Accountable for facilitating the development of ICT skills amongst the users or police personnel
- Ensuring effective transfer of knowledge which is crucial for and ICT Instructor. They need to convey complex technical information in a clear and understandable manner, catering to the diverse learning style and background of the users/police personnel.
4. MAJOR DUTIES
- Undertake training needs analysis for subordinate staff and advise OIC Training.
- Support the Constabulary's Code of Ethics by demonstrating a visible personal commitment to the Constabulary's Corporate Vision, Corporate Values and overall objectives.
- Ensure review of SOP’s are done on a yearly basis and standards are followed.
- Attend meetings, conferences etc., regarding training.
- Assess the effectiveness of training programs through evaluations, tests, and feedback from participants/trainees
- Maintain accurate records of all training activities, attendances, and outcomes.
- Carry out regular awareness and training sessions for all ICT technicians as required in liaison with OIC Training and CTO
- Understanding workflows/processes for each section within the Organization and develop programs according to their requirements.
- Participate in audits related to the Training used and other matters as required
- Perform other duties as directed, consistent with the above.
- Staff Audit reports as required by the Director ICT
5. NATURE AND SCOPE
The Instructor – Operations Communication works with the OIC Training and CTO to support the Director ICT to ensure the smooth functioning of the Training programs. This position is responsible for providing Training support and oversees the operation communications responsibilities in-line with RPNGC approved policies and procedures.

5.1 WORKING RELATIONSHIP

Director ICT, Designated Directors, CTO, OICs, 2IC’s and other designated officers concerning the role within ICT and Royal PNG Constabulary.

- Private Stakeholders/Partners
5.2 WORK ENVIRONMENT
Instructor – Ops Communications typically work in office environments. Their job involves ICT training related to Radio Communications, Telephone system, IT support, Networking and Databases.
Providing reliable and accurate support to ICT Management while working with technical information and multitask, and work well in a fast – paced environment (analogue to digital). Staying updated with the latest trends in ICT - Law enforcement Technologies.
6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
6.1 Rules/procedures
The Police Act; the Constabulary Standing Orders; Cybercrime Code Act 2016; and Digital Government Act 2022; PS Code of Conduct and Ethics; ICT Policies, RPNGC - ICT Standing Orders; RPNGC – Digital Transformation Roadmap (2024 – 2030).

The job holder has the authority to make decisions without reference, provided the decisions fall within the scope of the dimensions of the role.
6.3 Recommendations
The job holder is to provide recommendations to OIC Training on improving the ICT Training programs and processes to meet the objective of the RPNGC.
7. CHALLENGES
- Ensuring information to and from line agencies is processed with minimal/unnecessary time delays and accuracy of relevant information is given minimizing time/resource wastage
- Effective liaison with other teams and sections in the ICT Directorate essential for the efficient functioning of the Training programs and processes.
- Challenges faced in this position; evaluating the effectiveness of training programs and gathering feedback from users and making improvements based on the feedback.

(a) Qualifications
- Degree/Diploma in Information Communication Systems and Networking, Certificate in Technical Training, Diploma in teaching or related fields
(b) Knowledge
Must have an intimate working knowledge of:
- Computer Hardware and Software
- Cybercrime Code Act
- Digital Government Act 2022
- Digital Government Plans
- Must have in-depth knowledge on Standards and Guidelines governing ICT development and advancement in PNG, management principles, practices and of the Integrated ICT systems
