Job Description / Responsibilities:
1. PURPOSE
The purpose of the position is to ensure that production processes meet their target goals efficiently. They work in diverse industries, ranging from publication and printing to binding, publishing. Provide advice to senior management in relation to productions issues within the Royal Papua New Guinea Constabulary (RPNGC).

3. PRINCIPLE ACCOUNTABILITIES
- Responsible and accountable for the production process, managing and supervising production staff to meet the target, and producing and publishing materials.
- Liaise with divisional heads or section heads to formulate objectives and understand requirements
- Planning and organizing production schedules
- Coordinating with other departments to ensure the timely delivery of materials and products.
- Managing and supervising production staff.
- Maintaining quality control standards and procedures.
- Monitoring production output and adjusting schedules as needed.
- Troubleshooting production problems and implementing solutions.
- Ensuring compliance with safety regulations and protocols.
- Maintaining accurate production records and reports.
- Continuously evaluating and improving production processes and procedures

5. NATURE AND SCOPE

5.1 WORKING RELATIONSHIP
(a) Internal
- Reports to Director Publications
- Liaise and consult with other logistic officers and Departmental officers on matters materials production.
- Liaise and consult with Publications staff
(b) External
- Consult and liaise with Suppliers from other companies.
5.2 WORK ENVIRONMENT
- This is a middle-management position relating to handling equipment, supervising workers, and ensuring the smooth operation of multiple activities. They also resolve and communicate any issues or potential issues to relevant departments. Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements.
- The OIC Material Production falls under the Logistics Division held by ACP Logistics, which in turn is managed by DCP Admin. Its core business, is to manage and supervise and coordinate employees under his/her supervision in The Royal Papua New Guinea Constabulary.

6.1 Rules/procedures
- The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders 3 (2012), Public Service Code of Conduct, PNG Planning and Monitoring Responsibility Act 2016.
6.2 Decisions
- Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.
6.3 Recommendations
- To provide recommendations to the ACP Logistics on how to develop the Directorate to achieve the objectives of the RPNGC
7. CHALLENGES
- The position requires someone who is thorough and pays attention to details regarding accurate publications of materials. The officer is required to ensure that the department's staff are receiving their materials on time.
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- The job holder should possess a degree level qualification in Business Management or related field.
(b) Knowledge
- Must possess a proficient working knowledge of the following, but not limited to -
- Public Service Management Act
- Public Finance Management Act
- Public Service General Order
- PNG Employment Laws and Practices
- PNG Planning and Monitoring Responsibility Act 2016
(c) Skills
- Strong Public Relations and Interpersonal Skills.
- Staff management and administration skills and the ability to influence and persuade
- Proficient in Computer skills, especially spreadsheet and database
- Excellent written and oral communication skills.
- Analytical and Negotiation skills.
- Customer Service Skills.
(d) Work Experience
- A minimum of three (3) years work experience in a material Production function in either public or private sector
- 2-3 years' experience in a supervisory role.
