Job Description / Responsibilities:

1. PURPOSE
The purpose of the position is to oversee the production and operations of a printing shop or press. Assess the budget for each project, handle the procurement of materials and ensure the presses are working according to specification.

3. PRINCIPLE ACCOUNTABILITIES

  • Responsible and accountable for the Planning and organizing production schedules. Ensuring that production runs smoothly and efficiently.
  • Coordinating with other divisions to ensure the timely delivery of materials and products. Managing and supervising production staff.
  • Maintaining quality control standards and procedures.

4. MAJOR DUTIES

  • Operate production equipment.
  • Consults with clients and divisions, monitors work in progress, and ensures that quality controls are in place and maintained.
  • Prepares bid specifications for printing and manages purchasing activities for the print shop.
  • Provides general supervision of subordinate employees by prioritizing work assignments, establishing deadlines, providing general instructions, and reviewing the work performed.
  • Manages all operation areas in the print shop on a daily basis, plans and directs subordinates with printing and copying functions.
  • Assists with trouble shooting on print shop equipment failure and contacts manufactures in reference to equipment failure
  • Manage all print shop operations.
  • Supervise printshop Staff.
  • Maintain Printshop equipment.
  • Ensure quality control.
  • Meet all printshop budget.
  • Train printshop staff.
  • Implement safety protocol
  • Maintain printshop inventory

5. NATURE AND SCOPE

5.1 WORKING RELATIONSHIP

(a) Internal

  • Reports to Officer in charge Materials Production
  • Liaise and consult with other Logistics officers and Departmental officers on matters regarding printshop management.
  • Liaise and consult with officers from other departments

(b) External

  • Consult and liaise with suppliers and other printing organizations and departments.

5.2 WORK ENVIRONMENT

  • This is a front line-management position relating to print production. Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements.
  • The printshop management falls under the Logistics held by ACP Logistics, which in turn is managed by DCP Admin. Its core business, is to produce and manage materials for the Royal Papua New Guinea Constabulary.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct, PNG Planning and Monitoring Responsibility Act 2016.

6.2 Decisions

  • Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

6.3 Recommendations

  • To provide recommendations to the ACP Logistics on how to develop the Directorate to achieve the objectives of the RPNGC

7. CHALLENGES

  • The position requires someone who is thorough and pays strong attention to details, excellent organizational skills and the ability to work well under pressure. The officer is required to ensure that the department's staff are receiving the right production materials as required.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • The job holder should possess a diploma or a bachelor's degree in Business management and or related field

(b) Knowledge

  • Must possess a proficient working knowledge of the following, but not limited to
  • Public Service Management Act
  • Knowledge of printing processes and equipment
  • Graphic design and desktop publishing software
  • Public Finance Management Act
  • Public Service General Order
  • PNG Employment Laws and Practices
  • PNG Planning and Monitoring Responsibility Act 2016
  • Knowledge of the equipment, supplies, processes,
  • Knowledge of cost of procedures involved in controlling a cost recovery operation.
  • Knowledge of work flow analysis and job structuring theories and technique.
  • Knowledge of supervisory techniques and practices

(d) Work Experience

  • A minimum of three (3) years work experience in a print management function in either public or private sector.
  • 2-3 years' experience in a supervisory role.
