Job Description / Responsibilities:

1. PURPOSE
The position's purpose is to use your knowledge of typography, colour, layout, and image manipulation to create visually appealing designs that clearly communicate the Royal Papua New Guinea Constabulary's (RPNGC) core business.

3. PRINCIPLE ACCOUNTABILITIES

  • Responsible and Accountable for generating designs and concepts, executing revisions and meeting deadlines.
  • create materials or visual concepts by hand, by computer or creative software suites to generate illustrations, layouts and designs to help others interpret the RPNGC's visions through colour, texture, images, and symbols

4. MAJOR DUTIES

  • Work with the latest computer technology and Software to combine Art and technology to create RPNGC's Advertisements, Brochures, Magazines, Reports, Logos, Diagrams, Posters and Packaging.
  • Produce creative and Innovative graphic designs.
  • Prepare artwork for commercial or official print, ensuring they are print ready/or meet printer specifications.
  • Manage workload to ensure deadlines are met.
  • Test graphics across various media
  • Check printer's proofs and amend artwork prior to approval as required.
  • Follow the sign off procedure at each stage of production.
  • Generate drafts and mockups of proposed designs for the client to review and make revisions as requested.
  • Assist other RPNGC Divisions ensuring the highest standard of designs for print, typography and photography for reproduction and copywriting
  • Maintaining client communication from project start to finish
  • Review final work with clients and make final revisions or deliver the product to the client or RPNGC divisions.
  • Ensure final graphics and layouts are visually appealing and on-brand

5. NATURE AND SCOPE

5.1 WORKING RELATIONSHIP

(a) Internal

  • Reports to OIC-Material Production
  • Liaise and consult with other officers and Departmental officers on matters regarding graphic designs.
  • Liaise and consult with senior Management

(b) External

  • Consult and liaise with other designers and consultants

5.2 WORK ENVIRONMENT

  • This is a front line position relating to graphics designs with in the Police Headquarters. Duties will be predominantly undertaken in Port Moresby.
  • The Graphic designer falls under the Publication Directorate in the Logistics Division held by ACP Logistics, which in turn is managed by DCP Admin. Its core business, is to take direction from middle management in an effort to create engaging designs for print and digitalization.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct, PNG Planning and Monitoring Responsibility Act 2016.

6.2 Decisions

  • Authority to make decisions without reference, provided the decisions fall within the scope of the Dimensions of the role.

6.3 Recommendations

  • To provide recommendations to the ACP Logistics on how to develop the Directorate to achieve the objectives of the RPNGC.

7. CHALLENGES

  • The position requires someone who is thorough and pays attention to details, meet deadlines and work under pressure regarding specific tasks given.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • The officer should possess a University graduate in Fine Arts or Graphic Arts and Design or related field from a recognized university

(b) Knowledge

  • Must possess a proficient working knowledge of the following, but not limited to
  • Adobe Creative Suite
  • Graphic design
  • Photoshop
  • InDesign
  • Illustrator
  • MS Office

(c) Skills

  • Impeccable artistic and creative ability.
  • Strong eye for visual composition.
  • Effective time management skills and ability to meet deadlines
  • Proficient with desktop publishing tools, including Photoshop, illustrator Dreamweaver etc.
  • Excellent written and oral communication skills.
  • Excellent communications, teamwork and analytical skills.
  • Customer Service Skills.

(d) Work Experience

  • A minimum of three (3) years' work experience in a graphic design function in either public or private sector
