Job Description / Responsibilities:

1. PURPOSE

Provide effective implementation of the general studies program in the Social Science program and initiate development strategies to promote social science studies programs at the Bomana Centre of Excellence that will now deliver high quality training and development for the Force personnel in the country.

2. DIMENSIONS

Others: Responsible to the position of the Manager-y Principal, General Studies Wing for effective implementations of the social science study programs.

3. PRINCIPLE ACCOUNTABILITIES

  • Responsible for the effective implementation of the general studies programs in the social science strand.
  • Carry out research and provide information relevant to the implementation of the general studies programs in the area of social science.
  • Make appropriate recommendations to the Senior Lecturer, Academic Wing on new initiatives for improving social science studies process.

4. MAJOR DUTIES

  • Responsible for providing support to the Manager Academic Wing on the effective and efficient implementation of the social science programs.
  • Review existing support initiatives to determine strategies for improvement in the implementation of the social science delivery programs.
  • Make consultation with the University of Papua New Guinea Sociology Department in the preparation and update of materials taught to Cadet Officers as part of their accreditation social science segment of their training.
  • Maintain expects output of the implementation process ensuring that achievable outcomes are consistent with the required standards.

5. NATURE AND SCOPE

This position assist in ensuring effectiveness and efficiency of quality social science studies programs for cadet trainees throughout the Royal Papua New Guinea Constabulary institutions in the country.

5.1 WORKING RELATIONSHIP

(a) Internal

  • Reports directly to the Manager Academic Wing of the RPNGC National Centre of Excellence liaising with heads of varies Branch and Units. Liaise with members of the Force at the Headquarter and at Regional and Provincial Police Stations where necessary.

(b) External

  • Effectively liaise with service providers and suppliers to ensure quality general studies skills standards are complied with. Seek support from Donor Training Agencies within the country and abroad to ensure curriculum development programs are relatively maintained.

5.2 WORK ENVIRONMENT

This position requires excellent public relation skills to provide advice on social science study programs development at the professional level to promote the image of the Bomana Centre of Excellence.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures             

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Order (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act, Royal PNG Constabulary Corporate Plan

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the Manager Academic

6.3 Recommendations

  • The job holder is to provide recommendations to the Manager Academic on all training and teaching Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an appropriate Diploma or Degree in Social Science Discipline from a recognized University or a Diploma in teachings from a recognized Training Institution. A relevant qualification as maybe acceptable to the Commissioner. RPNG Constabulary and Secretary, Department of Personnel Management.

(b) Knowledge

  • Good knowledge of Training Institutions operation and management.
  • Familiar with RPNGC Standing Orders, the PNG Constitution
  • Excellent knowledge about rules and regulations in the Police Force

(c) Skills

  • Excellent skills in management and supervision to oversee a complex organization.
  • High level verbal and written communication skills
  • Ability to maintain effective relationship with internal and external clients involve in training.

(d) Work Experience

  • At least Five (5) years or more work experience in a Disciplinary Training Institution within the public or private sector context.
