Job Description / Responsibilities:

1. PURPOSE

To effectively provide driving services to the Corporate Services Directorates at the Bomana Centre of Excellence that will now deliver high quality training and development for the Police Force personnel in the Country.

2. DIMENSIONS

Financial: Nil   

Staff: Nil     

Others: Directly responsible to the position of Registrar in driving staff to and from to   perform daily routine of RPNGC National Centre of Excellence.

3. PRINCIPLE ACCOUNTABILITIES

  • Responsible for the effective and efficient driving services provided for the Corporate Services Staff at the Bomana Centre of Excellence
  • Ensure proper driving support is provided to the administration functions that includes cars, and buses to support the Bomana Centre of Excellence
  • Assist with the quality checks of the vehicle to ensure they are in good condition before driving
  • Responsible for providing progressive reports on the conditions of vehicles for the purpose of updating the Registrar for informed decision and advice to the Director Corporate Services

4. MAJOR DUTIES

  • Provide satisfactory driving services to the Corporate Services Division
  • Responsible for providing reports on the wear, tear and cleanliness of vehicles
  • Conduct regular monitoring and inspections of vehicles and report on damages and related issues.
  • Provide driving duties as and when required by the Centre of Excellence Directors.
  • Observe and strictly comply with traffic rules and the Police Standing Orders and attend driver training programs and courses.
  • Strict control of the Centre of Excellence Vehicles maintaining records of mileage usage for all vehicles
  • Carry out other duties as required consistent with the above.

5. NATURE AND SCOPE

This position ensures effectiveness and efficiency of providing driving services in support of the RPNGC National Centre of Excellence as a Training Institution for all police personnel and administrative support staff throughout the Royal Papua New Guinea Constabulary institutions in the country.

5.1 WORKING RELATIONSHIP

(a) Internal

  • Reports directly to the Registrar RPNGC National Centre of Excellence, liaise directly with heads of divisions. Liaise with members of the Force at the Headquarter as and when necessary.

(b) External

  • Effectively liaise with service providers and suppliers to ensure quality transport and workshop equipment’s and facilities meet operational standards.

5.2 WORK ENVIRONMENT

This position requires excellent public relation skills to provide smart driving services to the Centre of Excellence Training Institution

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the Registrar

6.3 Recommendations

  • The job holder is to provide recommendations to the Registrar on administration/logistics Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an appropriate Grade 10 or 12 Certificate, Driving License Class (6) Permit or other educational certificate as may be acceptable to the Commissioner, Royal Papua New Guinea Constabulary and Secretary, Department of Personnel Management.

(b) Knowledge

  • Knowledge of Training Institutions operations
  • Knowledge about transport operations
  • Knowledge about Police Standing Orders

(c) Skills

  • Excellent driving skills
  • Good verbal and written communication skills
  • Ability to maintain effective relationship with internal and external clients

(d) Work Experience

  • At least two (2) years or more work experience in a Disciplinary Training Institution within the public or private sector context and more than 10 years’ experience in general driving without accident.
