Job Description / Responsibilities:

1. PURPOSE

Install, troubleshoot, bench repair, operating test equipment’s and maintaining various types of electronic communications systems and equipment such as VHF and UHF  two-way mobile systems. Dealing with radio and telecommunications systems in physically demanding conditions.

3. PRINCIPLE ACCOUNTABILITIES

  • Ensure radio and telecommunications equipment and peripherals are installed, configured and operational.
  • Mobility to be deployed to hazardous environments and at irregular hours to install, troubleshoot and repair radio communications.
  • Testing and monitoring of radio communications to meet baseline performance standards.
  • Install, modify, maintain, and repair various forms of communications equipment located throughout the communication sites of the Police Force with in the Country

4. MAJOR DUTIES

  • Install, repair, splice, test, and terminate various forms of telecommunications and electronic wiring and cabling (e.g. copper, fiber, coax, etc.) to ensure proper impedance matching and connections between various pieces of electronic equipment.
  • Installs, modifies, maintains, and repairs various forms of communications equipment (e.g. analog or digital radios; analog or digital multiplex equipment to interface carrier equipment with specific local equipment; low-band, VHF and UHF base station/repeater 2-way radios; site security alarm and control equipment, etc.).
  • Install and repair antennas and wiring on communication towers, vehicles, and buildings requiring climbing and working on tower structures and poles
  • Install and repair AC/DC power supply system. (wind generator and solar power source).
  • Travel to communications sites located in remote mountaintop locations throughout the country for the purpose of installing and maintaining communications equipment in all forms of weather (e.g. extreme heat, extreme cold, rain, heavy muddy and slippery track, etc.).
  • Clean and prepare communications and electronic equipment from various locations for reinstalling, also maintaining cleanliness in work areas like installation bays and work benches using appropriate cleaning tools.
  • Operate test equipment such as IFR, Oscilloscope, Frequency counter, Spectrum analyzer, Truline wattmeter and multimeter correctly.
  • Support the Constabulary's Code of Ethics by demonstrating a visible personal commitment to the Constabulary's Corporate Vision, Corporate Values and overall objectives. 
  • Ensure review of SOP’s are done on a yearly basis and standards are followed.
  • Attend to technical issues promptly.
  • Any other task as required by the senior technician consistent with the above

5. NATURE AND SCOPE

The technician works with the OIC Radio Communications to support the CTO to ensure the smooth functioning of the radio and telecommunications used by the Organization. This position is responsible for providing radio system support and oversees the operation of the radio communications against RPNGC approved policies and procedures.

5.1 WORKING RELATIONSHIP

(a) Internal

Director ICT, Designated Directors, CTO, OICs, 2IC’s and other designated officers concerning the role within ICT and Royal PNG Constabulary.

(b) External

  • Liaises with the Department of ICT;
  • NICTA
  • DataCo;
  • Telikom PNG;
  • Digicel;
  • Private Stakeholders/Partners.

5.2 WORK ENVIRONMENT

A radio technician typically works outdoors, often at locations with radio communication towers or vehicles. Their job involves tasks related to radio communications and telecommunications equipment. The radio technician is expected to be ready for deployment to locations requiring attention to radio communications.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The Police Act; the Constabulary Standing Orders; Radio Spectrum Act 1996; Telecommunications Act 1996; Cybercrime Code Act 2016; and Digital Government Act 2022; PS Code of Conduct and Ethics.

6.2 Decisions

The job holder has the authority to make decisions without reference, provided the decisions fall within the scope of the dimensions of the role.

6.3 Recommendations

The job holder is to provide recommendations to the OIC Radio Communications on improving the radio communications systems and processes to meet the objective of RPNGC.

7. CHALLENGES

  • Working in harsh environments and dealing with irregular hours.
  • Effective liaison with other teams and sections in the ICT Division essential for the efficient functioning of the radio communications.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Degree/Diploma in Information Communication Technology, Networking, Certificate in Electronics or related fields.

b) Knowledge

Must have an intimate working knowledge of:

  • Radio communications equipment, standards, and principles of operations;
  • Telecommunications Act 1996
  • Radio Spectrum Act 1996
  • Cybercrime Code Act
  • Digital Government Act 2022
  • Digital Government Plans
  • Must have in-depth knowledge on Standards and Guidelines governing ICT development and advancement in PNG, management principles, practices and of the Integrated ICT systems

(c) Skills

  • Strong understanding of radio frequency and electronics;
  • Foundational knowledge of TCP/IP and OSI model and networking protocols.
  • Ability to apply knowledge and technical skills to install and test relevant equipment, provide maintenance services and user support;

(d) Work Experience

  • At least three years’ work experience as radio/telecommunications technician in related fields.
  • Hands-on experience working with Hytera and Cisco equipment.
  • Practical skills and knowledge on radio and telecommunications, and ICT in general
