Job Description / Responsibilities:

1. PURPOSE

Responsible for overseeing National Operations Centre (NOC) processes during different shifts. Provide supervision staff during the shift and is the first point of reference for issues occurring. Delegate tasks and schedule staff to work shifts in NOC.

3. PRINCIPLE ACCOUNTABILITIES

  • Manage daily schedules, employee shifts, and time-off requests.
  • Assign duties to employees and keep track oftheir progress.
  • EnsureNOC rules and regulations are followed and industrial standards are met.
  • Train and onboard new employees.
  • Resolve conflicts between employees.

4. MAJOR DUTIES

  • Monitor the performanceof NOC staff, systems and applications during the shift.
  • Act as first point ofescalation for technical or interpersonal issues.
  • Troubleshoot and resolve problems as reported by staff.
  • Assign tasks and responsibilities to staff based on priority and expertise.
  • Train and supervise staff on new systems and NOC policies.
  • Ensure staffcompliance with NOC security policies and procedures.
  • Prepareand submit shift reports, including system performance, incident summaries, and resolution times.

5. NATURE AND SCOPE

The Shift Supervisor collaborates closely with the OIC NOC and other NOC personnel to ensure the delivery of effective and efficient shift operations. This role is critical for maintaining system reliability, resolving technical or interpersonal issues promptly.

5.1 WORKING RELATIONSHIP

(a) Internal

Director ICT, Designated Directors, CTO, OICs, 2IC's and other designated officers concerning the role within and Royal PNG Constabulary

(b) External

Liaises with external vendors, service providers, and other stakeholders as required.

5.2 WORK ENVIRONMENT

The shift supervisor typically works in an office environment but may also need to provide on-site support. The role involves handling a variety of technical issues and requires good problem-solving skills and the ability to work under pressure.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

6.1 Rules/procedures

The Police Act; the Constabulary Standing Orders; Cybercrime Code Act 2016; and Digital Governme, Act 2022; PS Code of Conduct and Ethics, Adhere to organizational RPNGC policies, NOC procedures, RPNGC -  Digitial Transformation Roadmap (2023 - 2030) and security protocols.

6.2 Decisions

The job holder has the authority to make decisions without reference, provided the decisions fall within the scope of the dimensions of the role.

6.3 Recommendations

• Provide recommendations to the OIC NOC on improving National Operation Centre services Infrastructure.

7. CHALLENGES

  • Ensuring timely and effective resolution of shift issues.
  • Balancing and updating schedules for optimal performance of staff.
  • Ensuring staff are working effectively during shifts.
  • Guaranteeing that staff conflicts are mitigated and resolved promptly.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Degree/Diploma in Information Systems, Computer Science, management, or related fields

(b) Knowledge

  • In-depth knowledge of Police operations procedures, systems, and equipment.
  • Understanding of police operations support processes and best practices.
  • Familiarity with police protocols and practices.

(c) Skills

  • Strong technical troubleshooting and problem-solving skills.
  • Excellent communication skills, both written and verbal.
  • Ability to work effectively in a team environment.
  • Strong organizational and time-management skills.

(d) Work Experience

  • At least two years of experience in a supervisory role.
  • Practical experience with various operating systems, software applications, and IT support tools.
