Job Description / Responsibilities:
1. PURPOSE
To effectively develop and implement strategies that ensure Gender Equity and Social Inclusion are intergrated into the Constabulary’s policies and operations.
Making sure that the Constabulary upholds principles of gender equaity and social inclusion in all aspects of its work. This includes promoting inclusive practices within the Constabulary, supporting the development of fair and equitable policies, and facilitating training and awareness programs for officers and members. And working closely with community groups, other agencies, and internal departments to foster an environment of respect, inclusivity, and equal opportunities for all members of society.

Others: Plays a custodian role in GESI related issues in its designated localities to ensure the desired outcomes in line with the purpose are achieved.
3. PRINCIPLE ACCOUNTABILITIES
- Report Directly to Assistant Commissioner Human Resources on all GESI matters
- Formulate and oversee the execution of the GESI strategy,aligning it with RPNGC’s objectives and relevant national policies.
- Collaborate with various government departments to embed GESI prociples into the RPNGC’s policies,procedures and training programs.
- Engage with internal and external stakeholders , including government agencies NGOs,and community groups, to promote GESI iniatives and foster Partnership.
- Provide training and support to RPNGC personnel to enhance and understand and implementation of GESI principles
- Develop framework to monitor the effectiveness of GESI iniatives and prepare regular reports fro senior management and stakeholders.
- Prepare regular reports on the Constabulary’s progress toward achieving GESI goals, including identifying any challenges or barriers that may exist
4. MAJOR DUTIES
- Lead in the creation and implementation of policies that promote gender equality, diversity, and social inclusion within the Constabulary.
- Provide advice on best practices for integrating GESI principles into operational procedures, recruitment, training, and community engagement strategies.
- Develop and deliver training programs for police personnel on GESI topics such as gender-based violence, unconscious bias, cultural competency, and inclusive policing in connection with internation program on GESI.
- Raise awareness of issues related to gender, diversity, and social inclusion, both within the Constabulary and in the wider community.
- Build and maintain strong relationships with diverse community groups, ensuring the Constabulary is responsive to their needs and concerns in terms of GESI
- Coordinate GESI related dispute resolution & referrals to external agencies or senior management for further actions
- Act as a liaison between the RPNGC and external organizations focused on GESI issues and facilitate GESI committee meetings.
- Engage in outreach efforts to vulnerable and marginalized communities to ensure fair treatment and access to police services.
- To ensure mainstreaming of GESI Principles and Values and promote the GESI toolkit for the development of RPNGC policies and practice and in application of the RPNGC GESI CSO’s and other relevant CSO’s.
- Collect and analyze data on GESI-related matters within the Constabulary and the community.
- Provide support for police officers and staff who are dealing with gender-based or diversity-related challenges.
- Advocate for the fair treatment, respect and rights of all individuals within the Constabulary and community, with a focus on underrepresented groups.
- Monitor the effectiveness of GESI initiatives and recommend improvements to achieve better outcomes.
- Work closely with other law enforcement agencies, government bodies, and non-governmental organizations to align the Constabulary’s GESI initiatives with broader national or regional goals.
- Stay informed about developments in GESI policies and initiatives at local, national, and international levels..
- Support the Constabulary's Code of Ethics by demonstrating a visible personal commitment to the Constabulary's Corporate Vision, Corporate Values and overall objectives
- Perform other duties as directed, consistent with the above.
5. NATURE AND SCOPE
The OIC GESI will posses a comprehensive understanding of the local and international policies and programs relating to the GESI and its operations and can translate into the Constabulary’s GESI Policy Framework. The OIC GESI position is located within the GESI Branch of the Human Resources Division and reports to the Assistant Commissioner for the Human Resources Division.

5.1 WORKING RELATIONSHIP
(a) Internal
- Reports to the Assistant Commissioner of Police – Huma Resource
- Liaises and consults with RPNGC Directorates and Managers, RPNGC WAN Coordinator and GESI Staff, GESI Focal point Officers both in Port Moresby and at Provincial Commands
(b) External
- Department of Community Development and Religion
- Department of Personnel Management
- Depertment of Provincial Affairs & Local Level Government
- Liaise and consult other government agencies on GESI related programs for RPNGC.
- Be the RPNGC’s conduit to developing external partnerships promoting GESI.
- Establish a good working relationship with Managers of GESI in other agencies of Government and establish networks with relevant and supportive stakeholders.
5.2 WORK ENVIRONMENT
The position plays an important role in the formulation of policies and awareness programs, and performs specialist and admnistrative role in the RPNGC to ensure the importance of Gender Equality and Social Inclusion is adequately promoted and supported in a holistic manner in achieving Government’s aims and objectives.
Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements. There can be a high workload of inquiries to be resolved. The OIC GESI would be expected to think strategically about how the GESI functions could be efficiently managed
The OIC GESI fall under the Human Resource Management held by ACP Human Resources, which is, in turn, managed by DCP Admin.
6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
This position is guided by the Governments Rules and Procedures in all its activities
6.1 Rules/procedures
- The Police Act, the Constabulary Standing Orders, the Public Service (Management) Act, the Public Finance (Management) Act, the PNG Government General Orders (2012), the Public Service Code of Conduct.
6.2 Decisions
- The authority to make decisions without reference, provided the decisions fall within the scope of the role's dimensions.
6.3 Recommendations
- To provide recommendations to the ACP HR on how to develop the GESI to achieve the objectives of the RPNGC
7. CHALLENGES
- Some employees and leadership may resist change due to to biases, lack of awareness and or entrenched organizational culture.
- The GESI policy may even exist, enforcing them consistently across all levels can be difficult
- Ensuring policies align with national and internal frameworks
- Limited funding for GESI programs and training may delay its smooth operations
- The societal norms and cultural obligations may conflict with the GESI principles which will be a challenge to handle
8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
The job holder should possess a degree in Social Science, Gender Studies, Human Rights, Public Policy or related field from a recognised University.
(b) Knowledge
Must possess a proficient working knowledge of the following, but not limited to –
- Public Service Management Act
- Public Finance Management Act
- Public Service General Order
- PNG Employment Laws and Practices
- Proven Track record of Policy Development,training and advocacy
- Strong knowledge of gender equality,disability rights and social Inclusion frameworks
(c) Skills
- Ability tio handle sensitive issues with dcultural awareness and discretionAnalytical skilss for data collection impact assessment, and reporting
- Excellent communication, facilitation,and stakeholder ensgagement skills.
- Strong Public Relations and Interpersonal Skills.
- Proficient in Computer skills, especially spreadsheet and database

(d) Work Experience
- At least five years’ work experience in a GESI related middle management role and 2-3 years supervisory experience preferably in the Public Sector is essential
