Job Description / Responsibilities:

1. PURPOSE

Effectively handle range of fucntions related to payroll compensation,entitlements,deductions and ensuriong pay is processed on time, accurately, and in compliance with government’s regulations.

3. PRINCIPLE ACCOUNTABILITIES

  • Effective processing of all salary, allowances and entitlements and responding to salary quarries of Constabulary personals
  • Maintaining employee records, including information about Salaries earned, taxes withheld, and deductions taken from pay.
  • Overseeing payroll processing procedures to ensure compliance with PNG laws and legislations
  • Reviewing payroll reports for accuracy and ensuring that all payroll records are kept up to date
  • Entering employee information and payroll data into the system
  • Calculating payable hours, benefits, allowances, taxes, and deductions
  • Processing new employees, promotions, retirements and terminations
  • Maintaining and updating payroll records
  • Ensures and maintains strict confidentiality over employee data and information, ensuring full compliance with Data Protection provision

4. MAJOR DUTIES

  • Calculate all entitlements for allowances
  • Process all deductions, refunds of overpayments, rents etc.
  • Process termination advice
  • Process underpayment of salaries
  • Process all types of leaves
  • Process off line payments
  • Process Higher Duty Allowances
  • Attend to salary queries
  • Assist in updating of staff history cards
  • Ensure all payroll records are up to date
  • Process retirement entitlements calculation
  • Updates payroll records by entering changes in exemptions, insurance coverage
  • Savings Deductions, and job titles and department or division transfers
  • Maintaining all payroll operations according to the policies and procedures
  • Resolves payroll discrepancies by collecting and analysing information and interacting with Team Leader Payroll
  • Any other duties as directed by the Manager Payroll/Team Leader or HR Director

5. NATURE AND SCOPE

The Senior Salaries Clerk will posses a comprehensive understanding of the various salary and entitlements structures RPNGC staff operate under. They will posses the ability to quickly and accurately process information pertaining to salaries and entitlements to ensure payments are made accurately and in a timely manner.

5.1 WORKING RELATIONSHIP

(a) Internal

  • Directors HRM, Manager Payroll, Team Leader Salaries other OICs and 21C Salaries and other Designed Officers concerning the role within RPNGC

(b) External

  • Banks and Financial Institutions (for assets and personal loans), and other
  • Business Houses (e.g Courts, Brian Bell)
  • Department of Personal Management
  • Department of Finance

5.2 WORK ENVIRONMENT

This is a frontline position relating to the staff payroll/salaries activities of Royal PNG Constabulary. Duties will be predominantly undertaken in Port Moresby, with opportunities for travel in line with operational requirements. There can be a high workload of inquiries to be resolved. The Payroll officer would be expected to think strategically about how the payroll function could be efficiently managed and operated.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act, the Constabulary Standing Orders, the Public Service (Management) Act, the Public Finance (Management) Act, the PNG Government General Orders (2012), the Public Service Code of Conduct, and the PNG Planning and Monitoring Responsibility Act 2016.

6.2 Decisions

  • The authority to make decisions without reference, provided the decisions fall within the scope of the role's dimensions.

6.3 Recommendations

  • To provide recommendations to the manager payrol and the Team Leader Salaries on how to manage the salaries section to achieve the objectives of the RPNGC

7. CHALLENGES

  • The Senior Salaries Clerk will need to be vigilant in ensuring salaries, allowances and other entitlements are processed accurately.
  • The Officer will need to be resilient in upholding the ethics of Constabulary
  • Given the nature of the activities undertaken within this Branch, confidentiality is of the utmost importance and must always be maintained
  • Position requires demand for services from the huge number of staff from RPNGC.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Posses a Grade 12 certificate with a Diploma in Payroll Management, Business    admnistration or Related filed from a recognised training Institution

Must be knowledgeable in the;

  • Police Act
  • Public Service Management Act
  • Public Service General Orders
  • RPNGC Corporate and Management Plan
  • Public Service Policies, procedures and systems
  • Recruitment Practices and procedures in the Public Service
  • PNG Employment Act
  • SCMC Act
  • Code of Ethics and Conduct
  • PNG Government GEDSI Policy
  • Be Familiar with the Concept/Alesco payroll system

(d) Work Experience

  • At least four (4) years work experience in  Salaries Administration and  minimum 3 (three) years experience in payroll processing.
