Job Description / Responsibilities:

1. PURPOSE

To provide effective and efficient management of HR functions to the RPNGC National Centre of Excellence. Ensure that HR functions and activities are aligned with the Department’s Strategies and corporate plan 2020. Establish proper coordination and liaison between the OIC’s of Salaries, Manpower and other relevant sections of the National Police Headquarters to implement people management processes, training & development, coaching and evaluation. Ensure to implement and manage performance management processes and procedures to support the achievement of Department’s objectives.

Others : The position is directly responsible to the position of the Registrar for the effective management of all HR functions and activities at the RPNGC National Centre of Excellence.

3. PRINCIPLE ACCOUNTABILITIES

  • Responsible for all the HR matters relating to staff of the RPNGC National Centre of Excellence.
  • Attend to all staff queries regarding training and development of the staff.
  • Responsible for ensuring the effective processing of staff welfare and other necessary tasks
  • Responsible for ensuring timely furnishing of HR activities to Registrar’s office
  • Effectively Implement performance evaluation systems and processes

4. MAJOR DUTIES

  • Ensure proper compilation of statistical data and prepare timely reports to Registrar for the accurate reporting to management of RPNGC National Centre of Excellence.
  • Develop and manage proper employment records and systems for the ease of accessibility.
  • Ensure timely processing of employee welfare
  • Ensure necessary HR activities and functions are always administered and processed
  • Assist in Pre and Post Recruitment processes for the National Centre of Excellence
  • Identify and address areas of improvement for individual and team performance

5. NATURE AND SCOPE

This position ensures effective and efficient management of HR functions and responsibilities for the RPNGC National Centre of Excellence.

5.1 WORKING RELATIONSHIP

(a) Internal

  • Report directly to Registrar and liaise with other Managers and section heads of the National Centre of Excellence. Also liaise with PHQ HR Directorate, manpower, salaries, SDU and other divisions and sections of the department

(b) External

  • Liaise with Training Institutions and Department of Personnel Management

5.2 WORK ENVIRONMENT

This position requires staff management skills, reporting skills and data compilation skills as well as public relations management skills.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act, Royal PNG Constabulary Corporate Plan.

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the Registrar

6.3 Recommendations

  • The job holder is to provide recommendations to the Registrar of the National Centre of Excellence

  • Achieving the organization stated Vision, Mission, Goal using Key Results Area Indicators, Strategies and Key Performance Indicators and set of stated Objectives to achieve the Vision “A Professional and Trusted Community Oriented Police Service driven by a Vibrant fully trained and qualified Police Force.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an Advanced Diploma or a Degree in Human Resources Management from a recognized Training Institution. An additional Certificate in Public Relations Management from Institute of Public Administration would be preferred or any other qualifications as may be acceptable to the Commissioner of Police or Secretary, Department of Personnel Management.

(b) Knowledge

  • Good knowledge of Training Institutions operation and their management/maintenance procedures.
  • Good and acceptable knowledge of the Issues affecting the management of a high-quality Training Institute of an Excellence nature.
  • Familiar with Public Service General Orders, Public Service Management Act and Regulations
  • Excellent knowledge about Police Standing Orders and other rules and regulations in the Police Force.

(c) Skills

  • Good level of verbal and written communication skills
  • Demonstrated ability to maintain effective relationship with internal and external clients involve in training and development
  • Good staff management skills
  • Good administrative skills
  • Computing skills would be an advantage

(d) Work Experience

  • At least Five (5) years or more work experience in human resources management, staff development and administrative duties in both private and public sectors.
