Job Description / Responsibilities:
1. PURPOSE
To ensure an effective and efficient management of all travel arrangements, including arrangement of accommodation for all in-service Course participants, Probationary Constables postings and movements of staff to other locations including repatriation of retirees.

Others: The position is directly responsible to the Registrar for effective movement of the Centre of Excellence civilian staff and participants of various courses at the RPNGC National Centre of Excellence including providing advice on various claims for payments. Liaise with the Police Headquarters, Finance and Administration regarding funds for travel arrangements.
3. PRINCIPLE ACCOUNTABILITIES
- The position providers for effective and efficient organization and execution of all the travels of staff and trainees of the RPNGC National Centre of Excellence.
- Attend to travel arrangements, accommodation, excess baggage warrants to effect movements of staff and probationary constables.
- Responsible for effective management of movement to staff to various locations using electronic records.
- Responsible for liaising with Airlines Companies to ensure the best economic routes are identified for travel purpose.
- Responsible for keeping up to date records of probationary constables and staff travel warrants and airfares.
4. MAJOR DUTIES
- The position is responsible for maintaining records of travel funds and provide reports to the Registrar on a timely manner
- Arrange and prepare travel itinerary for posting of recruits, course members and other duty travel for the RPNGC National Centre of Excellence.
- Ensure all records of travels are proper recorders in compliance with the sound administrative procedure and processes.
- Monitor and liaise with other directorates for the ticket confirmed travelling documents for proper record keeping for accountabilities.
5. NATURE AND SCOPE
This position is responsible to the Registrar for the effective and efficient control of travel arrangement for staff movements and other official travels by in-service course participants at the Bomana Centre of Excellence, probationary constables and personnel on transfer to and from the Centre.

5.1 WORKING RELATIONSHIP
(a) Internal
- The Registrar, all Directorates within the Bomana Centre of Excellence and the Police Headquarter.
(b) External
- Liaise with other Travel Agents in the National Capital District, Port Moresby where necessary.
5.2 WORK ENVIRONMENT
- This position requires an excellent public relation and accounting skills to communicate effectively with clients in relation to the RPNGC National Centre of Excellence.
6. CONSTRAINTS FRAMEWORK AND BOUNDARIES
This position is guided by the Governments Rules and Procedures in all its activities
6.1 Rules/procedures
- The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act, Royal PNG Constabulary Corporate Plan.
6.2 Decisions
- The job holder has no authority to make decisions without consulting the Registrar.
6.3 Recommendations
- The job holder is to provide recommendations to the Registrar in all travel Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- Possess a Diploma in Tourism and Hospitality or Travel & events management from a recognized Training Institution or other qualifications as may be acceptable to the Secretary, Department of Personnel Management and Commissioner of Police.
(b) Knowledge
- Good knowledge of Training Institutions operation
- Sound knowledge of the ticketing systems and procedures
- Familiar with Public Service General Orders, Public Finance Management Act and Regulations
- Knowledge about Police Standing Orders.
(c) Skills
- Good verbal and written communication skills
- Demonstrated ability to maintain effective relationship with internal and external clients involve in travel and events organization
- Good administrative skills
- Computing skills would be an advantage
(d) Work Experience
- At least three (3) years or more work experience in Airlines and Tour guides or other relevant travel and events organization in both private and public sectors.
