Job Description / Responsibilities:

1. PURPOSE

Provide adequate printing services to all the sections of RPNGC National Centre of Excellence in terms of all the training materials as well as operational manuals for the effective and efficient running of the RPNGC National Centre of Excellence.

2. DIMENSIONS

Financial: Nil 

Staff: Nil          

Others: This position is directly responsible to the Director Corporate Services for the effective and efficient management of RPNGC National Centre of Excellence. Also liaise with the Registrar as well as other Directors and Managers for the smooth flow of the printing services or activities at the Centre.

3. PRINCIPLE ACCOUNTABILITIES

  • The position provides professional and modern printing services at the RPNGC Centre of Excellence.
  • This position is primarily responsible for managing the all affairs of printing services for the credible outcome or productivity of the RPNGC National Centre of excellence.
  • Responsible for providing up to date printing services to all the sections in a more effective and efficient manner at all times.
  • Responsible for managing all the printing activities and functions using more robust and advanced printing technology
  • Responsible for the security of printing materials as well as the original source of information and resources.

4. MAJOR DUTIES

  • The position provides credible management and effective printing services to all the sections of the RPNGC National Centre of Excellence
  • Maintain effective checklist for all the directorates and sections for the rendering of printing services
  • Maintain credibility in providing sufficient and effective printing services to all the sections and units at all times
  • Take stock of all the printing materials and the equipment for the safety and smooth flow of the printing services as well as adequate supply is available at the Centre at all times
  • This position also responsible for the prudent management of staff and delegation of duties and tasks
  • Monitor and control the usage of printing material and office equipment at the printing office
  • Responsible for timely submission of reports to Director Corporate Services for the informed decision making

5. NATURE AND SCOPE

This position is directly responsible to the Director Corporate Services for the effective and efficient flow of the printing services at the RPNGC National Centre of Excellence.

5.1 WORKING RELATIONSHIP

(a) Internal

  • The Director Corporate Services, Registrar, ACP Training, Material Production Unit – PHQ, Quartermaster Store, other section heads and Directorates.

(b) External

  • The Corporate Suppliers, ICT Institutions and Government Printing Office

5.2 WORK ENVIRONMENT

This position requires a modern printing skills and excellent public relation skills to manage and communicate effectively with all the Directors, Managers and OIC’s of all the directorates and section of RPNGC National Centre of excellence as well as the Government Printing Office.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act, Royal PNG Constabulary Corporate Plan.

6.2 Decisions

The job holder has no authority to make decisions without consulting the Director Corporate Services.

6.3 Recommendations

The job holder is to provide recommendations to the Director Corporate Services on printing Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an Advanced Diploma in Information Technology and other relevant qualifications as may be acceptable to the Secretary, Department of Personnel Management and the Commissioner of Police.

(b) Knowledge

  • Good knowledge of Training Institutions operation
  • Sound knowledge of printing machines and equipment
  • Vibrant knowledge and skills in printing using heavy machines
  • Familiar with Public Service Management Act, its General Orders, other Public Service rules and regulations
  • Familiar with the Police Standing Orders

(c) Skills

  • Good verbal and written communication skills
  • Printing Management Skills
  • Inter personal skills
  • Some administrative skills
  • Literate in Computing skills

(d) Work Experience

At least Five (5) years or more work experience in managing printing office and staff.
