Job Description / Responsibilities:

1. PURPOSE

To effectively capture pictures and images of all the training activities, events and other related activities of the RPNGC National Centre of Excellence and print them for display as well as binding and safe keeping for future use for training as directed by the ACP Training and management.

2. DIMENSIONS

Financial: Nil

Staff: Nil      

Others: This position is directly responsible to the Printing Manager for the effective and efficient operation of RPNGC National Centre of Excellence. Also liaise with other section heads and Managers for the smooth flow of the photographic activities at the Centre.

3. PRINCIPLE ACCOUNTABILITIES

  • The position provides professional and modern photographic services at the RPNGC National Centre of Excellence
  • This position is primarily responsible for assisting the Manager with all the photographic and design services for the credible outcome or productivity of the RPNGC National Centre of excellence
  • Responsible for assisting Manager in providing up to date photographic and design services to all the sections in a more effective and efficient manner at all times.
  • Responsible for assisting the Manager in all the photographic and design activities and functions using more robust and advanced printing technology
  • Responsible for the security of photographic & design materials as well as the original source of photograph and resources.

4. MAJOR DUTIES

  • The position provides effective and efficient photographic and design services to all the sections of the RPNGC National Centre of Excellence
  • Assist manager in maintaining effective compilation of all the photos and images for all the directorates and sections for the use in training and presentation purposes for the training.
  • Assist manager in maintaining credibility in providing sufficient and effective photographic and design services to all the sections and units at all times
  • Assist manager in taking stock of all the photographic and design materials and the equipment for the safety and smooth flow of the photographic and design services as well as adequate supply is available at the Central at all times.
  • Assist manager in monitoring and controlling the usage of photographic & design materials and office equipment at the printing office
  • Responsible for assisting the manager in timely submission of reports to Director Corporate Services for the informed decision making.

5. NATURE AND SCOPE

This position is directly responsible to the Printing Manager for the effective and efficient flow of the photographic and design services at the RPNGC National Centre of Excellence.

5.1 WORKING RELATIONSHIP

(a) Internal

  • The Printing Manager, Registrar, Material Production Unit – PHQ, Quartermaster Store, other section heads and Directorates.

(b) External

  • The Corporate Suppliers, ICT Institutions and Government Printing Office

5.2 WORK ENVIRONMENT

  • This position requires a modern photographic skills and an excellent public relation skills to communicate effectively with all the Directors, Managers and OIC’s of all the directorates and sections of RPNGC National Centre of excellence as well as the Government Printing Office.

6. CONSTRAINTS FRAMEWORK AND BOUNDARIES

This position is guided by the Governments Rules and Procedures in all its activities.

6.1 Rules/procedures

  • The Police Act; the Constabulary Standing Orders; the Public Service (Management) Act; the Public Finance (Management) Act; and PNG Government General Orders (2012), Public Service Code of Conduct and Ethics. Labour and Employment Act, RPNGC Corporate Plan.

6.2 Decisions

  • The job holder has no authority to make decisions without consulting the Manager Accreditation and compliance.

6.3 Recommendations

  • The job holder is to provide recommendations to the Manager Accreditation and Compliance of the Training Branch on all Monitoring and Evaluation Matters.

8. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Possess an Advanced Diploma in Photography, Graphic Design, Journalism or Information Technology and other relevant qualifications as may be acceptable to the Secretary, Department of Personnel Management and the Commissioner of Police.

(b) Knowledge

  • Good knowledge of Training Institutions operation
  • Well versed with varieties of modern cameras
  • Sound knowledge of photography and equipment
  • Vibrant knowledge and skills in photo design
  • Familiar with Public Service Management Act, its General Orders, other Public Service rules and regulations
  • Familiar with the Police Standing Orders

(c) Skills

  • Good verbal and written communication skills
  • Photo design & graphic skills
  • Inter personal skills
  • Some administrative skills
  • Advanced Computing skills

(d) Work Experience

At least three (3) years or more work experience in Journalism, photography and graphic designs.
