4. PRINCIPLE ACCOUNTABILITIES
The primary responsibility of the DBA manager is to provide guidance and leadership on creating and maintaining organizational data. The DBA manager determines how to most effectively create and structure data storage systems, leveraging their familiarity with one or more database management systems to create and enact a data infrastructure system that’s robust and secure but that still provides necessary personnel with the access they need.

5. MAJOR DUTIES
Management and Support of ICT Systems process and procedures
Administer and Coordinates roll-out of Systems to user (Website, Intranet and Internal Databases)
Plan, integrate and manage strategic goals for technology innovation consistent with department’s information and communications technology plans and priorities.
Develop and manage internal Databases for the Department
Supervises technical, professional and support staff and arranges for necessary training for this staff;
Develop an online system for whole of government Client Reporting
Develop an online system to provide PE and HR & Payroll Expenditures Reports fortnightly, monthly, Quarterly, Yearly
Conducts performance assessments and resolves grievances and disciplinary matters as appropriate;
Directs, manages, supervises and coordinates the activities of system development and database management staff that perform technical systems analysis, design, development, and maintenance activities in support of business systems.
Manages resources and projects to ensure that the goals and needs of the business are achievable.
Coordinates communication between the development staff and the business analytic or project management staff.
Supervises and performs quality control functions as it relates to development work to ensure that the work product meets and exceeds established business standards and practices
Consults with clients to analyze and understand functions be automated, client needs, objectives, desired features, and input and output requirements.
Analyses and estimates feasibility, cost, time, compatibility with other systems, and computer capabilities.
Develops and maintains plans outlining steps and timetables for developing, testing, and installing applications.
Researches and evaluates software and hardware to assist in programming or to use as program platforms.
Designs and codes screen layouts, graphical user interfaces, printed outputs, and interfaces with other systems.
Creates test transactions and runs tests to find errors and confirm program meets specifications.
Analyses codes to find causes of errors and revises programs.
Consults with client to prototype, refine, test, and debug programs to attain client approval.
Writes and maintains documentation to describe program development, logic, coding, testing, changes, and corrections. Technical assistance by responding to inquiries regarding errors, problems, or questions with program.
Develop, maintain and update an intranet portal for the Department
Develop an ICT Helpdesk system for clients’ matters relating to GoPNG Ascender Pay IHRPS System
Administer and Update DPM Website
Provide graphical design and desktop publishing
6. NATURE AND SCOPE
This is a technical position involves co-ordination, planning, designing of the ICT Systems Development. To lead a technical team to implement ICT Systems and Processors

Coordinate setup of ICT infrastructure in the National Departments, Provincial Administrations, Hospitals and Provincial Health Authority

This is a technical working field/environment where to manage establishment of the ICT developments. It focuses mainly on Systems Development and ensures all ICT Systems are implemented within the organization.

8. CHALLENGES
The challenge of the position is to make sure yearly Budget is budgeted for ICT System business continuity and office automation.
Provides effective Project Management and guidance to the Business Systems Development branch and DPM.
Managing effective, accurate and up to date computerize systems with DPM
9. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
Obtain Diploma/Bachelor’s degree in Information Technology (IT)
Associate degree in Computer Systems Engineering and Information Systems Development
Certification in Cisco CCNA Routing & Switching, CCNP, CCENT, CompTIA, MCS, Linux
(b) Knowledge & Understanding
Wide range of Information and Communications Technology (ICT) Systems and Processors
Five (5) years in SQL (Structured Query Language)
Significant knowledge in SQL Language and use of SQL and SQL Tools
Significant experience in user applications support is highly desired
Relevant experience may be substituted for education
