2. PURPOSE
The Senior Database Administrator (SDBA) is responsible for the design and management of the organization’s database architecture to ensure secure access and availability in accordance with the needs of the business.
To maintain database by identifying and solving database requirements; supporting internal and external users.
To provides data reports from database systems within the department for decision-making by management.
Coordinates physical changes to computer databases; and codes, tests, and implements physical database by performing the following duties.

4. PRINCIPLE ACCOUNTABILITIES
Manage the organisation’s database technology and associated schemas to allow secure, efficient and effective access to the organisation’s structured data
Review and revise practices and processes to enhance efficiency of access for users
Plan and implement regular system upgrades to enhance service continuity and user experience
Provide Level III support to team members to minimise user/system down time
Escalate unresolved system issues to appropriate vendors and manage these in accordance with agreed service level agreements to minimise user/system downtime
Effective designing, development and implementation of applications, programs and database systems.
Effective provision for data security and recovery control (all data is retrievable in an emergency or data loss).
Ensure all computerizes applications, programs and database systems have accurate data for decision making.
Effective managing and retrieving reports from database systems within DPM.
5. MAJOR DUTIES
Designs logical and physical databases or reviews description of changes to database design to understand how changes made affect physical database (how data is stored in terms of physical characteristics such as location, amount of space, and access method).
Establishes physical database parameters.
Code database descriptions and specifies identifiers of database-to-database management system or directs others in coding database descriptions.
Calculates optimum values for database parameters such as amount of computer memory to be used by database.
Specifies user access level for each segment of one or more data items such as insert, replace, retrieve, or delete data.
Specifies which users can access databases and what data can be access by user.
Tests and corrects errors, and refines changes to database.
Enters codes to create production database.
Selects and enters codes of utility program to monitor database performance such as distribution of records and amount of available memory.
Directs programmers and analysts to make changes to database management system.
Reviews and corrects programs.
Designing and Developing the systems
Trains users.
Confers with co-workers to determine impact of database changes on other systems and staff cost for making changes to database.
Modifies database programs to increase processing performance, referred to as performance tuning.
6. NATURE AND SCOPE
This is a Technical and Team Leader position that involves co-ordination, planning, designing of the ICT Systems process and procedures. To lead a technical team to implement internal development of ICT Systems
Directly reports to Manager – Database Administration
6.1 WORKING RELATIONSHIP
(a) Internal
It reports to Manager – Database Administration (DB) branch and subsequently Executive Manager
Management Information Systems & Support (MIS&S) Division within the Compliance, Audit,
Provide expert advise on data management to guide the development of information management practices to Manager-DBA.
Escalate issues, keep informed, advise and receive instructions
Other managers and line staff within the division and DPM
Inspire and motivate team, provide direction and manage performance, guide, support, coach and mentor team members
Review the work and proposals of team members in the role’s areas of specialisation and accountability
Encourage team to work collaboratively to contribute to achieving the team’s business outcomes
Manage expectations, resolve and provide solutions to issues.
(b) External
This position also interactions with DPM’s stakeholders within in the public sector and the private sector (example; working with a software built by an external company and leasing with them).
Supports Clients in Provincial Administration, Provincial Health Authority (PHA), Hospital
Escalate unresolved support requirements
Develop capability to resolve application-related issues and attend vendor briefings on emerging technology
6.2 WORK ENVIRONMENT
It is specialized technical position where it requires special knowledge in doing this type of job and it is within an office environment at Waigani, DPM’s office. Travelling is not limited to departmental requirements.

9. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
Bachelor’s degree in Computer Science, Computer Engineering, or closely related degree from an appropriately accredited institution, college or university.
Associate Degree in Computer Information Technology, Computer Engineering Technology, or Networking Technology from an appropriately accredited institution
Grade twelve (12) certificate or completion of Adults/Matriculation studies
(b) Knowledge & Understanding
Database Administration (DBAD) - Drafts and maintains procedures and documentation for databases. Manages database configuration including installing, upgrading software, and maintaining relevant documentation. Contributes to the setting of standards for database objects and ensures conformance to these standards. Monitors database activity and resource usage. Optimises database performance and plans for forecast resource needs.
Database /repository Design (DBDS) - Maintains and applies up to date, specialist knowledge of database concepts, object and data modelling techniques and design principles, and a detailed knowledge of the full range of database architectures, software and facilities available. Analyses data requirements, to establish, modify or maintain a data model. Takes account of specialist requirements (e.g. geocoding, for geographic information systems). Interprets the model into an appropriate database schema within set policies. Demonstrates, installs and commissions selected products.

(d) Work Experience
Bachelor’s degree mentioned above (a) with Five (5) years or more working experience in operations analysis and design, systems programming, 5+years’ experience in administering Microsoft SQL server databases (SQL Server 2012).
Extensive experience writing T-SQL and stored procedures and query tuning on high-transaction systems.
Experienced in SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS).
Experienced in ETL (Extract-Transform-Load) development / data integration. Sound knowledge of RDBMS concepts, database architecture and SQL/T-SQL.Proficient with SQL server profiler for monitoring and troubleshooting database activity and performance.
Experience in SQL Server Clustering and HA technologies including mirroring, log shipping, failover cluster and various replication technologies would be an advantage.
Knowledge of other databases like MySQL, No SQL databases and In-memory databases and MCTIP certification will be an advantage.
Ability to develop procedure documents and maintain detailed database related documents.
