2.      PURPOSE

  • The Senior Website & Systems Management is responsible for designing, implementing and managing groups internet and intra net websites and take on new developments on web site contents as required.
  • The person is responsible for web pages, maintains content and oversees day-to-day management of the Department’s internet and intranet websites, and assures integrity of web pages, quality of content and access security.
  • The Senior Website & Systems Management is responsible for the design and management of the organization’s website & intranet architecture design to ensure secure access and availability in accordance with the needs of the business.
  • To maintain Website and Intranet by identifying and solving technical requirements; supporting internal and external users of website
  • To provides data reports from systems within the department for decision-making by management.

4.      PRINCIPLE ACCOUNTABILITIES

  • Manage the organisation’s database technology and associated schemas to allow secure, efficient and effective access to the organisation’s structured data
  • Review and revise practices and processes to enhance efficiency of access for users
  • Plan and implement regular web base system updates/upgrades to enhance service continuity and user experience for viewing.
  • Provide Level III support to support team members to minimise user/system down time
  • Escalate unresolved system issues to appropriate vendors and manage these in accordance with agreed service level agreements to minimise user/system downtime
  • Effective designing, development and implementation of applications, programs and web base systems.
  • Effective provision for data security and recovery control (all data is retrievable in an emergency or data loss).
  • Ensure all computerizes applications, programs and web systems have accurate data for decision making.
  • Effective managing and retrieving reports from web base systems within DPM.
  • Ensure the process for content upload is adhered to.

5.      MAJOR DUTIES

  • Plan, implement, manage, monitor and upgrade the organization's website.
  • Respond to and troubleshoot all website issues.
  • Identify and respond to all website security breaches.
  • Ensure that the website is protected by enabling the appropriate security measures.
  • Update HTML, CSS and JavaScript regularly.
  • Conduct content audits to eliminate redundant and/or duplicate information.
  • Create appropriate website content aligned to the organization’s strategy.
  • Ensure website quality and efficiency by conducting regular test plans.
  • Improve the User Experience of the website regularly.
  • Collaborate with all staff and management to ensure that the website aligns with brand strategy and meets the organization’s standards.
  • Create strategies to grow subscriber base and web traffic metrics.
  • Ensure full compliance on the website with all laws and regulations.
  • Keep up-to-date with industry best practice and monitor competitor websites.

6.      NATURE AND SCOPE

  • This is a Technical and Senior position that involves co-ordination, planning, designing of the Website, Intranet and ICT Systems process and procedures. To lead a technical team to implement internal development of ICT Systems
  • Directly reports to Manager – Database Administration

6.1 WORKING RELATIONSHIP

(a) Internal

  • Provide expert data management advice to guide the development of information management practices to Manager-DBA.
  • Escalate issues, keep informed, advise and receive instructions
  • It reports to Manager – Database Administration (DB) branch and subsequently Executive Manager – Management Information Systems & Support (MIS&S) Division within the Compliance, Audit, Monitoring, Reporting & Corporate Affairs (CAMR&CA) wing.
  • Other managers and line staff within the division and DPM
  • Inspire and motivate team, provide direction and manage performance, guide, support, coach and mentor team members
  • Review the work and proposals of team members in the role’s areas of specialisation and accountability
  • Encourage team to work collaboratively to contribute to achieving the team’s business outcomes Manage expectations, resolve and provide solutions to issue

(b)External

  • This position also interactions with DPM’s stakeholders within in the public sector and the private sector (example; working with a software built by an external company and leasing with them).
  • Supports Clients in Provincial Administration, Provincial Health Authority (PHA), Hospital
  • Escalate unresolved support requirements
  • Develop capability to resolve application-related issues and attend vendor briefings on emerging technology

6.2      WORK ENVIRONMENT

  • It is specialized technical position where it requires special knowledge in doing this type of job and it is within an office environment at Waigani, DPM’s office. Travelling is not limited to departmental requirements.

8.      CHALLENGES

  • Managing effective and accurate data input into any/all database systems within DPM.
  • Ensure effective access to data and information assets whilst maintaining the requirements of security, privacy and confidentiality
  • Apply techniques of data mining and data warehousing within the constraints of any legacy technology

9.      QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Bachelor’s degree in Computer Science, Computer Engineering, or closely related degree from an appropriately accredited institution, college or university.
  • Associate Degree in Computer Information Technology, Computer Engineering Technology, or Networking Technology from an appropriately accredited institution
  • Grade twelve (12) certificate or completion of Adults/Matriculation studies

(b) Knowledge & Understanding

  • Expert knowledge of Macromedia suite, Adobe suite, Content Management Systems and W3C Web standards.
  • Highly proficient in HTML, XHTML, CSS design, cross-browser and cross-platform compatibility, firewalls (functionality and maintenance), Access, MySQL and JavaScript.
  • Great understanding of Search Engine Optimization (SEO) and Paid Per Click (PPC).
  • Ability to troubleshoot website issues in a fast-paced environment.
  • Strong attention to detail with an analytical mind and outstanding problem-solving skills.
  • Excellent content creation and writing skills.
  • Fantastic time management skills with the ability to multi-task.

(d) Work Experience

  • Bachelor’s degree mentioned above (a) with Five (5) years or more working experience in operations analysis and design, systems programming, 5+years’ experience in administering Microsoft SQL server databases (SQL Server 2012).
  • Ability to develop procedure documents and maintain detailed database related documents.
  • Innovative approach to work, constantly looking for upgrading the system to more efficient and effective new technologies
  • Excellent communication and writing skills, including spelling, grammar, punctuation as well as composition, editing and proofing
  • Proficiency in Microsoft Office
  • and Photoshop (or similar program)
  • Adept at social media platforms and online content management systems
  • Proficiency in website design and website maintenance, both on a daily level and for larger website related projects
  • Understanding of HTML, CSS, etc., as needed Expertise in design, graphics and layout related to websites
  • Experience generating non-text content such as photographs for the web
  • Photography skills a plus Proficiency in Finalist’s Page Manager or similar content management system
