2.    PURPOSE

To oversee and ensure alignment of the Department Corporate Plan and Management Action Plans are aligned to the Strategic Plans including the medium term development plans, vision 2025, PS(M) Act and PSFM. To ensure the development, monitoring and review of Department Corporate Plan, Management Action Plans and the Annual Management Report as required under Section 32, Division 3 of Public Services (Management) Act 2014.

3.    DIMENSIONS

In this position, you will report directly to the Secretary, Department of Personnel Management

4.     PRINCIPLE ACCOUNTABILITIES

The position is responsible to ensure transparency and accountability through effective reporting and monitoring. The development, review of the Corporate Plan and monitor implementation through the provision of reports quarterly and annually using the Corporate Report Card.  The mandated accountability is the provision of Annual Management Report at the end of first quarter.  It is expected to provide an effective Planning System.

5.     MAJOR DUTIES

  • Development, implementation of Department Corporate Plan and Management Action Plan.
  • Ensuring development and implementation of tracking and analyzing performance of the department through data analysis for fair and sound informed decision-making at executive level
  • Develop and implement the review of the Department Planning System.
  • Develop and implement monitoring and evaluation of the performance of DPM through a reliable performance system
  • Provide timely compilation of Annual Management Report.
  • Identifying and mitigate risk affecting performance of the department through a performance monitoring system

6.     NATURE AND SCOPE

It is a senior management level position who reports directly to the Secretary. DPM.  The person is responsible to provide senior leadership and expertise in planning, monitoring and reporting. Must work closely with Deputy Secretary HRC&CA, Policy Reforms and Executive Resourcing & Services and DPM Executive Managers to ensure divisional plans align to the department and national strategic plans for sound informed decision-making

 

6.1   WORKING RELATIONSHIP

(a) Internal

  • Provide insights and recommendations to Deputy Secretaries, (Human Resource Compliance & Corporate Affairs (HR C&CA), Policy & Reforms and Executive Resourcing & Services), DPM Executive Managers and Managers for corporate planning and performance issues.
  • Consult with Office of Secretary for Executive Management Team (EMT) matters
  • Consult with Manager Financial Management for budgetary requirements.

(b) External

  • Liaise with other agencies on Planning and Monitoring

6.2 WORK ENVIRONMENT

The position is administrative in nature in that it manages corporate management’s mandatory requirements, objectives and strategies.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Masters Degree in Business Management, Public Administration and Social Science or any other related discipline.

(b) Knowledge

  • Must possess a high level of understanding of the following:

  • Public Finance Management Act and their Application
