2.PURPOSE

Reporting to the Executive Manager, the Manager will manage the Implementation of the Department of Personnel Management obligations depicted in the Annual Work Plan relating to the Drawdown of Public Service Powers, and functions and Organizational Development and Implementation to the ABG Public Service.

3.DIMENSIONS

The Manager will oversee all activities of the ABG Coordination Branch. This position has a total of two reporting lines which consisting of Coordinators (x2) and a further reporting of line officers (x4).

The incumbent will be responsible for a budget of K 100,000 and will manage one subordinate who directly reports to you as Manager.

The incumbent will manage all other resources including equipment of the branch.

4.PRINCIPLE ACCOUNTABILITIES

4.1 Lead DPM management’s support on policy advice on the development of the Industrial Relations & Dispute Settlement Framework.

4.2 Liaise and work with ABG Advisors and relevant officers of the ABGPS on the development of Technical Advisors Regulations for ABGPS

4.3 Consult ABG Public Service on the review and provide analytical assessments on the changes of the Public Service Management & Administrative Act and development of the Bougainville General Orders.

4.4 Provide leadership in the development of the ABG Business Process and development of the ABG Strategic Workforce Plan in consultation with ABGPS.

4.5 Consult and liaise with relevant agencies on the migration of payroll for Teachers, Police and Correctional Services.

4.6 Coordinate with Department of Personnel Management & Administrative Services on the electoral Roll out of the Ascender Integrated HR & Payroll System to North, Central and South Bougainville.

4.7 Coordinate and facilitate the Implementation of decisions of the JSB and Joint Technical Team on personnel matters affecting the ABGPS.

4.8 Attend to mandatory meetings including the Joint Technical Working Group, National Technical Team, Joint Technical Team and Joint Supervisory Board to provide technical advice and reports to the Secretary on both collaborative and DPM driven initiatives.

4.9 Coordinate Work Attachment Program for ABG staff to DPM for capability training and DPM/Finance staff to the ABGPS for regular payroll audits and records management.

5.MAJOR DUTIES

The major roles and responsibilities of the incumbent includes;

5.1 Liaise and assist National Coordination Office of Bougainville Affairs in conducting an assessment Audit on transferred powers and functions to the ABG PS.

5.2 Assist and provide technical advice on the implementation of the Bougainville Referendum Commission structure.

5.3 Plan, Organize, Direct and control the functions and resources of the Branch in line with the Divisional Implementation Schedule and the greater requirements of the DPM Corporate and Annual Plans;

a) Develop and oversee the implementation of the Annual Branch Work Plan

b) Prepare periodic reports on the performance of the branch in respect to specific programs and activities, as described in the DPM Corporate Plan, Management Action Plan, and Divisional Annual Work Plan.

c) Conduct periodic appraisal of Staff of branch

d) Undertake regular record management practices in order to maintain up-to-date records and storage of closed files etc. 

e) Provide Leadership and Supervision of Staff in the conduct of Payroll Audits as required by the Peace Agreement and Assessment of Manpower Budgets of the Bougainville Public Service

5.4 Perform Other Duties Relevant to the above or as and when requested by the Secretary.

6.NATURE AND SCOPE

 

6.1 WORKING RELATIONSHIP

a) Internal

  • Reporting to the Executive Manager, Legislative and Administrative Reforms and PS Ministry Reforms
  • Work alongside with the other Manager within the Division and other Managers within the Department of Personnel Management

b) External

  • Maintain close constant liaison with all Public Service Agencies in light of the ABG Public Service programs and activities
  • Close consultations with the Key Stakeholders (Consultants, Donor Agencies, Unions) as and when instructed

6.2 WORK ENVIRONMENT

The position is located in the Department of Personnel Management however the incumbent may be required to commute between Buka and Port Moresby from time to time to the end that the objectives of the ABG and DPM are realized in an effective and efficient manner

The job also requires the overall coordination and liaison with all stakeholders including donor funded initiatives (where required) in order that the goals and objectives of the ABG Public Service program are met in an effective and efficient manner.

8. CHALLENGES

Achieving constant dialogue, consultation with all stake holders is critical to the success of the position. In addition, soliciting support from the various divisions of DPM and ABG and unification of the all stakeholders is crucial.

9.QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications:

Minimum entry qualification is a first degree in an appropriate discipline with majors in Human Resource Management, Business Administration/Management, Public Policy /Administration, and other Social Science field of studies.
