2.    PURPOSE

  • To certify Department funds transactions

3.    DIMENSIONS

4.     PRINCIPLE ACCOUNTABILITIES

  • Ensure expenditure claims are in order and cleared
  • Effective record maintenance on transaction of funds

5.     MAJOR DUTIES

  • Examine and advise on availability of funds
  • Authorise claims payment or non-payment
  • Effectively report & maintain Advance Register

6.     NATURE AND SCOPE

6.1   WORKING RELATIONSHIP

(a) Internal

  • Reports to the Accountant

(b) External

  • Liaise with Department of Finance and Treasury on settlement of outstanding bills

(a) Qualifications

  • Certificate in Accounting or equivalent
  • Diploma in Business or equivalent

(b) Knowledge

Must possess a sound level of;

  • Public Finance Regulations
  • Public Sector Accounting System
  • Public Finance (Management) Act and Financial Instructions
  • Public Service General Orders
  • Organic Law on Provincial and Local Level Government
  • Public Service (Management) Act
  • Public Service policies, procedures and systems
  • Policy development practices and procedures in the Public Service
  • Have some basic knowledge on computing application
  • Integrated Financial Management System (IFMS) processes & procedures
