2.PURPOSE

To assist the implementation of activities relating to both Organization Development and Resourcing of the Bougainville Public Service including Human Resource Capacity Building, Implementation of the Bougainville PS Structures and Staff Development & Training.  Also, to provide assistance towards the activities relating to the Overarching MOU between the PNG and the Bougainville Government by liaising, consulting, collaborating with relevant divisions and other stakeholders.

4.PRINCIPLE ACCOUNTABILITIES

4.1 Liaison/Facilitation of Organization Development activities for the Bougainville Public Service and other state Services (on request by the ABG).

 

4.2. Coordinate/Facilitate/ Liaison for the Secondment/Exchange/Transfer of Staff between NPS and BPS;

(a) Coordinate Capability Needs Analysis for NPS Depts. To BPS depts.

(b) Liaison and facilitation of regular consultations of Sen. Managers of NPS & BPS

(c) Facilitate the Development of BPS Training Plan to address skills shortage

(d) Facilitate the Development of the Workforce plan

4.3 As a member of a team, conduct Monitoring & Evaluation of developments in the Bougainville Public Service

  • Conduct Payroll Audits
  • Monitor and Evaluation of Implementation of the Bougainville Public Service

4.4 Execute assigned tasks relating to DPMs implementation of the JSB Resolutions, and as and when required provide advice on all DPM government HR policy and practice.

4.5 Liaise and assist National Government Departments by facilitating the conduct of capacity assessment audit including the interpretation of Guideline on capacity development

5.MAJOR DUTIES

5.1 Execute assigned tasks relating to DPMs implementation of the JSB Resolutions, and as and when required provide advice on all DPM government HR policy and practice.

5.2 Liaise and assist National Government Departments by facilitating the conduct of capacity assessment audit including the interpretation of Guideline on capacity development.

5.3 Timely & Pertinent Implementation of Unified Overarching MOA on Drawdown of National Government Powers and functions to the Bougainville Public Service in a diligent, effective and efficient Manner. Activities include;

  1. Identification of Powers & functions
  2. Development of Timeline for Completion of Drawdown of Powers and Functions and Implementation Plans for the Drawdown of Powers and functions
  3. Liaise with government agencies and Facilitate Transfer of Powers & Functions
  4. Resolve or facilitate the resolution of any disputes that may arise between parties in the course
  5. Provide advice on the articles of the MOU and Interpretation of the MOA

5.4 Facilitate the Transcription, dictation and implementation of decisions of the JTWG and NTT

5.5 Coordinate the implementation of JSB Resolutions, and as and when required provide advice on all DPM government HR policy and practice.

5.6 Prepare periodic reports on the work assignments consistent with the specific activities and tasks in the Divisional Annual Work Plan.

5.7 Prepare periodic reports on the work assignments consistent with the specific activities and tasks in the Branch Annual Work Plan.

6.   NATURE AND SCOPE

The position reports directly to the Manager and they provide assistance and support towards the ABG Public Service.

6.1 WORKING RELATIONSHIP

(a) Internal

  • Work with the Manager and other officers in relation to work programs and schedules and appropriate work related issues. Reporting to the Manager, ABG Coordination. 
  • Work alongside with the other senior officers within the Division and other senior officers within the Department of Personnel Management.

(b) External

  • Maintain close constant liaison with all Public Service Agencies in light of the Provincial Autonomy programs and activities.
  • Close consultations with the Key Stakeholders as and when instructed.

6.2 WORK ENVIRONMENT

The senior officer will have the ability to work independently on projects, from conception to completion, and must be able to work under pressure at times to handle a wide variety of activities and confidential matters with discretion.

8.CHALLENGES

Meet the requirements of the Referendum in short time frame. The timely and pertinent completion of activities is therefore crucial

Achieving constant dialogue, consultation with all stake holders is critical to the success of the position. In addition, soliciting support from the various divisions of DPM and ABG and unification of the all stakeholders is crucial.

9.   QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications:

Minimum entry qualification is a diploma/and or first degree in an appropriate discipline with majors in Human Resource Management, Business Administration/Management, Public Policy /Administration, other Social Science field of studies.

(b) Knowledge

Possession of a high level of knowledge of:

  • Bougainville Peace Agreement
  • The Bougainville Constitution
  • Organic Law on Peace Building on Bougainville and the Public Service Legislations of ABG in addition to the PNG Constitution
