2.    PURPOSE

To assist the Senior L&D Officer – in the development/ implementation of the Departmental Five (5) year Training Plan (L + D Plan) and all training matters of DPM

3.    DIMENSIONS

Financial:         Nil 

Staff:                Reports to the Senior L&D Officer or to Manager HR Administration (HRA) in the absence of the immediate supervisor.

4.     PRINCIPLE ACCOUNTABILITIES

  •  Ensure effective development and maintenance of five years L&D agenda and the Departmental Annual L&D Plan
  •  Timely or Periodical Staff Performance Appraisals and effective utilizations of appraisal for Training, selection, remuneration and discipline purposes  
  •  Effective training need analysis
  •  Proper Development/ Design/ Co-ordination of training program

5.     MAJOR DUTIES

  •  Assist in the development & implementation of five years learning & development agenda and the annual L&D plan
  •  Assist/ coordinate biennial staff performance appraisals and evaluate/ analyze data for purpose of training & development, remuneration & or discipline purpose
  •  Carry out training need analysis in consultation with Senior L&D Officer to support the development of DPM Training Plans
  •  Assist in the designing, developing, conducting and coordinating in-house training with resources within or outside the Department
  • Liaise, develop and facilitate in-house training session within HRM and other branches for skills and knowledge transfer
  •  Assist in conducting induction programs for all new employees and exit programs for outgoing employees and review and develop all materials and procedures for orientation programs
  • Compile training reports according to the respective trainings undertaken and organize soft copy of ease of accessibility
  • Develop and implement an exit plan in consultation with the Policy Division
  •  Liaise with donor agencies and training institutions on funding and training courses
  •  Coordinate all external training nomination including overseas training with the departmental training plan
  • Facilitate official travel documents which includes passports and visa in consultation with Foreign Affairs, and Australian High Commission
  •  Evaluate the effectiveness and usefulness of the training undertaken/ monitor the performance of staff or trainee in consultation with Divisional heads to determine if the skills acquired during training is applied
  •  Update the skills matrix regularly and report on skills gap analysis
  •  Assist in calculations and make sure payments for training programs both local and overseas are made on time
  • Develop guidelines for common HR practices
  • Assist Senior L&D officer to produce quarterly training newsletter

6.     NATURE AND SCOPE

This position requires an incumbent with relevant tertiary qualifications as he/she will provide competent reports to the HR Manager. This position is responsible to assist the Senior L&D Officer in carrying out all DPM Training activates for the Department

6.1     WORKING RELATIONSHIP

(a) Internal:

  • Reports to the Senior L&D Officer
  • Liaise and consult with all Divisional Branch Heads and HRM staff.

(b) External:

  • Liaise and consult with
    • Counterpart officers in both National and Provincial Administration.
    • Educational / Training Institutions and Donor Agencies within PNG and abroad
    • National Training Council and Banks

6.2      WORK ENVIRONMENT

The position is located in Department of Personnel Management, Waigani and provides support to DPM Staff in terms of Learning and Development to the whole of the Department

8.    CHALLENGES

The task is immense and requires full time dedication and commitment from the incumbent. The officer is required to be part of a team that will ensure timeliness, accuracy and relevancy in the implementing of tasks.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

Must poses a Diploma/ Degree in Human Resources Management / Business Management/ or any other social Science Course related to HRM

(b) Knowledge

The job holder must be knowledgeable in the relevant Public Service Acts, Policies & Procedures and Systems. He/she must also be conversant with Training policies as well as have knowledge of Human Resource Functions.
