2.    PURPOSE

  • Perform professional human resources work in the areas of employee terms and conditions of employment and oversee the administration of Personnel & Salaries section.

4.     PRINCIPLE ACCOUNTABILITIES

  • Effective and efficient internal employees and industrial relations matters.
  • Sound advice on terms and conditions of employment
  • Proper administration of Personnel & Salaries Section.
  • Effective implementation of the Policies relating to retrenchment Industrial Relations and other personnel management areas.
  • Proper calculation of salaries & allowances,
  • Proper grievance counseling and employee assistance.
  • Assist in Budgeting for PE for DPM and other Items for HRM 

5.     MAJOR DUTIES

  • Manage and control the operations of the Personnel & Salaries Section.
  • Provide advice on salaries, allowances, discipline and contracts matters.
  • Assist in the planning and provisions of staff services such as housing, recreational, bereavement, childcare, financial institutions etc.
  • Assist in counseling of staff with grievances, problems or difficulties.
  • Assist the SSD&TO in the coordination of Staff Performance Appraisal and Organization Design.
  • Provide assistance to the SSD&TO in orientation programmes for new employees.
  • Maintain up to date and reliable Personnel records for individual staff.
  • Prepare and check on staff disciplinary actions.
  • Maintenance and compliance of General Order provisions by the Department.
  • Maintain a daily working relationship with Divisional Heads on human resource matters including recruitment concerns, retention or release of probationary employees, and discipline or discharge of permanent officers.
  • Provide support to the Planning and Information officer in the distribution of new or revised human resource policies and procedures to all staff and managers
  • Assist in the organization of safety programmes and procedures.

6.     NATURE AND SCOPE

6.1       WORKING RELATIONSHIP

(a)        INTERNAL

  • Reports to the Manager – Human Resources Administration
  • Supervises two (2) Senior Officers, one (1) Senior Salaries Officer and one (1) Senior Edits Clerk Officer
  • Liaises with Divisional and Branch Heads on industrial issues/concerns affecting their staff.
  • Constant liaison with Industrial & Employee Relations and Operations & Advisory Services Divisions on Remuneration & Industrial matters.
  • Consults with other HRM Officers on human resource management matters.

6.2   WORK ENVIRONMENT

It’s a HR Position within DPM in Waigani and it works closely with all Management and Staff of DP

8.    CHALLENGES

The position requires and incumbent who is committed and reliable. The job holder is required to ensure effective day-to-day implementation of tasks as well as coordination of all Salary related issues and activities as they arise but not limited to other tasks within HRM Branch.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

Diploma in Human Resource Management, Business/Public Administration or any other qualification acceptable to Department of Personnel Management

(b) Knowledge

 Must possess a high level of: -

  • Public Service (Management) Act
  • Public Service General Orders
  • Organic Law on Provincial and Local Level Government
  • Public Finance (Management) Act
  • Public Service policies, procedures and systems,
  • Employment Act
  • Industrials Act, Industrial Relations Organizations Act SCMC Act

(d0 Work Experience

(a) A minimum of seven (7) years work experience in personnel management/HRM functions within the Public/Private Sector.
