To manage the operations of the finance and budget functions.

4.    PRINCIPLE ACCOUNTABILITIES

4.1  Effective Departmental accounting and budgeting systems and services.

5.    MAJOR DUTIES

5.1  Plan, organize and control the functions of the Financial Management Branch

5.2  Provide appropriate training and supervision to Branch staff.

5.3  Plan and Coordinate the preparation of the department’s annual budget.

6.1             WORKING RELATIONSHIP

6.2 WORK ENVIRONMENT

        This is a managerial position relating to the financial and budgetary activities of the Department.

9.    QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • First Degree in Accounting/Commerce or Business Studies or other relevant qualifications.

(b) Knowledge

Must be knowledgeable in the:

  • Public Finance (Management) Act
  • Public Service (Management) Act
  • Public Service General Orders
  • Accounting, budgeting and auditing principles and practices and project planning and management
  • DPM Corporate and Management Plans
  • Organic Law on Provincial and Local Level Government
  • Public Service policies, procedures and systems
  • Policy development practices and procedures in the Public Service
  • Employment Act
  • Code of Ethics and Conduct
  • SCMC Act
  • Central Supply and Tenders Board procedures
  • Integrated Financial Management System (IFMS) processes and procedures

(c) Skills

  • Management and Leadership qualities

(d) Work Experience

  • Minimum of ten (10) years’ work experience in Finance and Budgeting, Project Planning and Management, Personnel Management/HRM functions within the Public/Private Sector is essential.
  • At least three (3) years’ experience at managerial level
