2.    PURPOSE

To effectively manage and coordinate the functions and resources of Finance and Administration, ensuring the Department’s Annual Budget is coordinated well and the Department is adequately resourced with sufficient funding in Personnel Emoluments (PE), Goods & Services and Capital Investment funding including the department’s fleet and assets.

3.    DIMENSIONS

Financial: K50,000.00

Staff:   SOS of 34

Supervision: Two (2)

Others: The position includes budgetary and supervisory responsibilities.

4.     PRINCIPLE ACCOUNTABILITIES

  • Effective and efficient management and utilization of the two (2) branches’ functions, projects and resources.
  • Prudent and Sound advice to the Management on Financial issues or concerns relating to the functions of the division.
  • Prudent and sound advice to Management on Administration matters including fleet and assets of the department.

5.     MAJOR DUTIES

  • Provide Strategic Leadership in the management of the two (2) Branches; Financial Management and Administration.
  • Ensure adherence to Public Finance Management (Act), procedures and practices.
  • Support prudent decision making by providing management and financial reports consistently in a timely manner.
  • Responsible to ensure the department’s resources and premises is adequately secured.
  • Management of department’s vehicle fleet, fuel and assets.

6.     NATURE AND SCOPE

The position is a top management level, who heads the division of Finance and Administration.  The incumbent is a member of the Executive Management Team (EMT) of the department.  The immediate superior is the Secretary, with a dotted line of reporting and immediate subordinates are the Manager Finance and Manager – Administration Branch

6.1      WORKING RELATIONSHIP

(a) Internal

  • Reports to the Secretary
  • Liaises and Consult with Deputy Secretaries – Policy & Reform and Executive Resourcing & Services, Directors and other Executive Managers within on the overall management of the Department.
  • Oversee the management of the two (20) Branch Managers

(b) External

  • Liaise and Consult with First Assistant Secretaries Budgets, Planning & Monitoring and Public Accounts in the department of Treasury, National Planning & Monitoring on matters pertaining to Budgets, Planning and Accounting for the department.
  • Liaise with Departmental Heads, Provincial Administrators, and Chief Executive Officers on departmental heads conferences or Meetings.
  • Liaise with other Corporate Executive Managers in relations to Contract Administration, Business Proposals, Expenditures and Settlements of Accounts.

6.2                 WORK ENVIRONMENT

The position is more administrative in nature but one who occupies it must be vested with technical knowledge in Business Administration or related to make prudent decisions in both finance and admin and other related areas.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

Master’s Degree in Public/Business Administration from a recognized university.

(b) Knowledge

Must possess a high level of:

Public Service (Management) Act, 2014

Public General Order

Public Finance (Management) Act

Management of Accounting Procedures & Practices

Corporate Planning & Implementation

Public Services Management Policies, Procedures and Systems

Organic Law on Provincial and Local Level Government
