Responsible and accountable to the HR Manager for providing sound advice and assisting in the implementation of all Recruitment & Selections (R&S) for the Department
Ensure R&S Service is delivered across the entire Department by working closely with Management team to deliver and implement recruitment plans

Financial: Nil
Staff: Reports to the HR Manager or to the Executive Manager (Corporate Affairs & Research) in absence of his/her superior.
Others: The position includes supervisory responsibilities.
4. PRINCIPLE ACCOUNTABILITIES
Work with Divisional heads and management to ensure that Recruitment& Selection service is delivered across the Department and meets the strategic vision of the Department
Effective co-ordination and administrative of selection and recruitment activities by delivering a responsive and proactive service that will deliver real, measurable R&S efficiencies & performance improvement to DPM
Manage and lead teams for Recruitment and Selection within DPM to ensure all R&S process are completed as scheduled
Carry out research for best HR Practises
5. MAJOR DUTIES
Manage day to day operation of Recruitment & Selection teams to achieve Recruitment & Selections activities
Effective and efficient development and maintenance of Selection and Recruitment Database
Manage and coordinate Recruitment and Selection i.e. Position advertising, shortlisting/ profiling of applicants, selection interviews and induction/ orientation programs
Proper placement of Senior Executive management, transfers and re-deployment within the Public Service.
Provide professional advice on Selection and Recruitment and Placement policies, systems and related matters.
Maintenance of Selection and Recruitment Database.
Prepare periodic reports on significant trends and development regarding Selection and Recruitment/Placement issues.
Prepare recruitment & selection reports after every recruitment and selection is carried out
Ensure Quarterly project plans for Recruitment and Selection team is developed
Administering contracts for national short term staff and senior officers and to ensure compliance to the terms and conditions of employment where necessary
Supervise activities undertaken by subordinates
Provide Fortnightly report to the HR Manager
Provide Advice to HR Manager on HR related issues
6. NATURE AND SCOPE
This position requires an incumbent with relevant tertiary qualifications as he/she will provide competent reports to the HR Manager. This position is the Senior R&S Officer position and it reports directly to the Manager-HRM. This position has a subordinate which is the Recruitment & Selection Officer- Grade 12
6.1 WORKING RELATIONSHIP
(a) Internal
Liaise and consult with staff in Human Resource Management, Managers Executive Managers on Selection and Recruitment issues and appointments of DPM positions
(b) External
Refer external clients to the appropriate Divisions to assist them
Communicate with Local Medias for advertisements
6.2 WORK ENVIRONMENT
The position is located in Department of Personnel Management, Waigani and provides support and lead roles in terms of Recruitment & Selection to the whole of the Department

The task is immense and requires full time dedication and commitment from the incumbent. The officer is required to be part of a team that will ensure timeliness, accuracy and relevancy in the implementation of tasks.
9. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
The minimum entry qualification in a first Degree in an appropriate discipline majors in Human Resource Management, Business/Public Administration or other Social Science field of studies.
(b) Knowledge
Possess a high level knowledge of:
Public Service (Management) Act and General Orders and Public Finance (Management) Act.
Sound level of computing (Windows 2010/2013 etc).
Government Planning System, Human resource Management Principles and Practices.
(c) Skills
Ability to demonstrate the following skills at a high level:

(d) Work Experience
