2.PURPOSE

  • To provide logistical support to the branch in co-ordinating Leadership, Talent Development and Capacity Building programmes.
  • Assist Senior Officer to implement HR policies and processes in the public sector to enhance capacity through HR Business Process training and other learning techniques.

4. PRINCIPLE ACCOUNTABILITIES

4.1 Effective implementation of Talent development strategies.

4.2 Effective implementation of Individual Annual Work Plan.

4.3 Effective implementation of HR policies and processes for public sector capacity building targeted especially for HR practitioners.

4.4 Effective logistical support to the Branch.

5.MAJOR DUTIES

5.1 Maintain a register of all Heads of Organisations and update as and when changes occur.

5.2 Assist the senior officer to ensure an ongoing process exists which continuously enhances the knowledge and capability of key talent in order to enable managers to effectively assist organizations achieve their strategic initiatives.

5.3 Assist the senior officer conduct individual leadership, career and talent assessments as appropriate using a variety of tools.

5.4 Assist the senior officer to identify relevant programmes to enhance the areas of leadership and core skills.

5.5 Assist with research material and government report findings on identified development areas.

5.6 Assist update the PNG Leadership and core skills strategy to respond to the changing requirements of the PNG public service.

5.7 Collect and collate information on all leadership, talent development and capacity building issues and provide brief to Manager for action.

5.8 Provide Individual Annual Work Plan in line with the Divisional MAP.

5.9 Provide branch logistical support including travel, coordination of workshops, sessions virtual requirements and prepare necessary materials.

5.10 Assist provide sound clientele advice (verbal/written) to public sector agencies relating to Business Processes, Capacity Needs Analysis in line with the Public Service (Management) Act, General Orders, Business Processes, other government legislations, policies and circular instructions that govern capacity development.

5.11 Provide progressive fortnightly report on a timely basis.

5.12 Provide six monthly Staff Performance Appraisal on a timely basis.

6. NATURE AND SCOPE

The job is administrative in nature responsible for providing logistical support to Divisional staff on operational requirements.

6.1 WORKING RELATIONSHIP

     The position is one of two (2) LTD & CB Officer Roles which are DPM 10-15 and DPM 10-16.

6.2 REPORTING RELATIONSHIP

(a) Internal

  1. Reporting to Senior LTD&CB Officer
  2. Consults with Divisional staff. 
  3. Work alongside with staff of the HRA&CA Wing within DPM

(b) External

  1. Close liaison with Central Agencies and Key stakeholders at equivalent levels
  2. Liaise with other National, Provincial and Statutory entities as an when instructed on matters relating to Branch                 

6.3    WORK ENVIRONMENT

  1. The position exists in the PS Capacity Building and Development Division of the HRA&CA Wing within the Department of Personnel Management located at Waigani.

(a) Qualifications

  1. Minimum entry qualification is a first degree in Public Administration or Human Resource Management or appropriate discipline in Business Administration/Management, Public Policy/Administration or other Social Science field of studies desirable

(b) Knowledge

Possession of a high level of knowledge of:
