2.    PURPOSE

To ensure that an efficient and effective advocacy service and staff welfare are maintained within the Department.

3.    DIMENSIONS

Financial:  Nil

Staff:         Reports to Senior Recruitment and Selection Officer and/or to Manager - Human Resource Management.

Others:      Assist Organizational & Design Officer, Recruitment & Selection Officer in administration duties.

4.    PRINCIPLE ACCOUNTABILITIES

  • Effective and efficient industrial advocacy service in the Department.
  • Effective communication on industrial issues to all industrial agents in line agencies, industrial organizations and unions

5.    MAJOR DUTIES

  • Provide advice to DPM officers on the correct interpretation and application of Industrial Agreements and Awards that are applicable to them
  • Provide advice on Terms and Conditions of Employment in the Public Service as per the Public Service General Orders.
  • Provide executive services to the Departmental Disciplinary Committee.
  • Provide regular reports on the status of disciplinary cases.
  • Raise discipline files for officers being disciplined.
  • Compile and maintain an effective schedule for gratuity payments and contract renewals for senior officers on contract.
  • Assist the Salary Officers maintain an effective database on payment schedules and salary history cards, particularly on promotions, leave and allowances (HDA).
  • Assist in processing bereavement notices.

6.    NATURE AND SCOPE

This position require an incumbent who possess the skills in establishing networking, public relations and capability to do research, analyze, negotiate  and resolve personal issues within the Department. The incumbent reports to Senior Recruitment & Selection Officer and/or to Manager – Human Resource Management during the absence of immediate supervisor.

6.1     WORKING RELATIONSHIP

This is one of two positions that report directly to the Senior Recruitment & Selection Officer-DPM11-5 and/or Manager –                           Human Resource Management-DPM11-4.

6.2      WORK ENVIRONMENT

This is more a clerical position which facilitates the disciplinary process, contract renewals and contract payments for officers in the Department.

9.    QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

A diploma in HRM/Public Administration and other related Social Science field of study from a recognized Tertiary Institution.

(b) Knowledge

Must be knowledgeable on the:

  • Public Service (Management) Act.
  • Public Service General Orders
  • Industrial Relations Act.
  • Industrial Relations process in PNG.
  • HR Laws and practices in PNG.

(c) Skills

Must demonstrate at a high level:

  • Communication Skills (written and oral)

(d) Work Experience
