2.    PURPOSE

To analyze and review existing Department organizational structure in consultation with the Organization Review Team as and when required.

3.    DIMENSIONS

Financial:        Nil

Staff:               Reports to the HR Manager or to the Executive Manager (Corporate Service) in                   absence of his/her superior.

Others:            Supervisory responsibilities required when OD tasks are assigned to the Assistant HR Officer

4.     PRINCIPLE ACCOUNTABILITIES

  • Responsible and accountable to the HR Manager for effective implementation of organization policies, systems and procedures including quality checks ; as well as giving sound advice on issues affecting organization development & design and ensuring cost effective and efficient organization structure.
     
  • Within the branch, responsible for liaising with Recruitment Section to update Establishment register particularly regarding new recruits ; as well as with Salary Section on matters relating to staff positions, salary levels and grades.

5.     MAJOR DUTIES

  • Provide advice to the HR Manager on existing organization structures for recommendations to Executive Management.
  • Analyze and review existing Department Organization submissions on structures for DPM Secretary’s Approval.
  • Liaise with the divisions of Monitoring and Compliance on Manpower Audits
  • Assist and Advice on the Introduction and implementation of new Departmental organization arrangements.
  • Ensure appropriate establishment records are maintained and revised with the inclusion of new recruits.
  • Conduct organization reviews as and when the need arises.
  • Conduct Manpower Review.
  • Liaise with HRMIS (MIS Branch) &Salary Officers (HRM Branch) to ensure regular Audits and up-to-date personal records. 

6.     NATURE AND SCOPE

This position requires an incumbent with a Degree as he/she will provide competent reports to the HR Manager. It works closely with all Management and all staff within the Department

6.1 WORKING RELATIONSHIP

(a)Internal

  • Work closely with HR Manager and all HRM staff for all OD & HR Matters.
  • Work with DPM Management Team to provide timely and accurate information in relation to OD matters  

(b) External

  • Limited to internal clients only in OD Matters, but other HRM Matters can relate clients to appropriate divisions to deal with.  

6.2                 WORK ENVIRONMENT

It’s a HR Position within DPM in Waigani and it works closely with all Management and Staff of DPM

7.      CONSTRAINTS FRAMEWORK AND BOUNDARIES

The job operates within the guidance of Public Service Management Act, Public Service General Orders and Financial Management Act, thus it has to provide advice and guidance pertaining to these regulations and acts

8.    CHALLENGES

  • The greatest challenge is to make sure Manual Establishment Records balances with the MIS Reports generated Establishment from Alesco as this position does not have access to the Alesco Payroll to view and run own reports related to the Establishment. Analytical ability is required to identify issues in the establishment reports and reports anomalies to Management
  • The task requires interrelations across sections within the HRM Branch as well as interdivisional liaison within the Department. The officer is required to ensure effective implementation of organization development matters whilst also providing effective administrative support to the Organizational Review Team members and performing HR duties.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Essential : Degree in HRM or Business Management related

(b) Knowledge

Must possess a proficient level of knowledge in the following:

  • Organization Development and Design
  • Public Sector General Orders
  • Public Service Management Act
  • Hay System of Job Evaluation
  • Conversant with Human Resource functions

(c) Skills

  • Proficient use of Advanced MS Word, MS Excel and MS PowerPoint skills.
  • Public Relations and Interpersonal skills
  • Analytical skills
  • High level of written and Oral Communication

(d) Work Experience

  • A minimum of three (3) to five (5) Years working experience Experience in either the public or private sector is favored.
