2.    PURPOSE
To facilitate recruitment and selection processes in the Department and to provide support to staff within the HRM Branch. 

3.    DIMENSIONS

Financial:        Nil

Staff:   Reports to the Senior Recruitment & Selection Officer and to the HR Manager in      the absence of his/her superior.

Others: Nil.

4.     PRINCIPLE ACCOUNTABILITIES

  • Responsible and accountable to the Senior Recruitment & Selection Officer for the prudent and effective coordination of internal and external Recruitment and Selection activities.
  • Provide Support services to other divisions and branches for all recruitment & selection matters including providing advice and information on current establishment.

5.     MAJOR DUTIES

  • Facilitate Recruitment and Selection i.e. Position advertising, shortlisting/ profiling of applicants, selection interviews and induction/ orientation programs
  • Develop Quarterly project plans for Recruitment and Selection team.
  • Assist supervisor in administering contracts for national short term staff and senior officers and to ensure compliance to the terms and conditions of employment where necessary.
  • Coach and mentor casuals, interns through on-the job training.
  • Register, assess, calculate and provide report on Staff Performance Appraisals
  • Ensure that appraisals are complete and meet requirements.
  • Deal with correspondence and queries.
  • Assist with Job Description Review and Designing
  • Assemble HRM Branch for monthly meetings.
  • Maintain and update Establishment Register in liaison with OD Officer.
  • Raise requisitions if needs arise for an HR related purchases.
  • Provide Fortnightly report to the HR Manager
  • Provide Advice to HR Manager on HR related issues

6.     NATURE AND SCOPE

       This position requires an incumbent with a relevant tertiary qualification as he/she will provide competent reports to the HR Manager.

6.1      REPORTING AND WORKING RELATIONSHIP

(a) Internal:

  • Reports to the Senior HR Officer or the HR Manager.
  • Liaise and consult with all Divisional Branch Heads and HRM staff.

(b) External:

  • Liaise and consult with Government agencies and Private Organizations in recruitment areas that requires their input.  E.g. Private companies for advertising and Measurement Unit Services for certificate checking.

6.2                 WORK ENVIRONMENT

The work environment for a Recruitment and Selection Officer at the Department of Personnel Management (DPM) in Papua New Guinea is structured, policy-driven, and highly administrative, with a strong emphasis on compliance with public service regulations.

8.    CHALLENGES

The position requires and incumbent who is committed and reliable. The job holder is required to ensure effective day-to-day implementation of tasks as well as coordination of Recruitment and Selection activities as they arise but not limited to other tasks within HRM Branch.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Essential:        Degree in Business Management majoring Human Resources.
  • Desirable:        Degree in Arts majoring Industrial Psychology

(b) Knowledge

Must possess a proficient level of knowledge in the following:

  • Public Service Acts,  Policies, Procedures and Systems
  • Public Sector General Orders
  • Process of Recruitment and Selection
  • Trait evaluation in candidates/ applicants
  • Conversant with Human Resource functions

(c) Skills

(d) Work Experience
