2.   PURPOSE

  • Responsible to the Executive Manager for implementation of HR policies and processes in the public sector to enhance capacity through HR Business Process training and other learning techniques such as on the job.
  • Responsible to the Executive Manager in the administration and coordination of Aid Donor funded scholarships. Ensuring that learning and development databases on donor funded scholarships are developed.
  • Responsible for the implementation of the Capability Needs Analysis Framework in the public sector and application of the framework in identifying skill and knowledge gaps.

4.   PRINCIPLE ACCOUNTABILITIES

4.1 Effective management, leadership, control and direction of Branch function, finances and human resources.

4.2 Plan and develop quarterly and monthly work programs and plans in line with       the Division’s MAP.

4.3 Effective implementation of the CNA framework for public sector skills and knowledge gap identification.

4.4 Effective implementation of donor funded scholarships and other in-country   training.

4.5 Effective Reporting to the Office of Executive Manager on a timely basis.

5.   MAJOR DUTIES

5.1 Provide oversight over the branch activities, staff and resources.

5.2 Implement projects and activities outlined in the branch Work Plan consistent with the divisional MAP.

5.3 Coordinate the facilitation of Donor Funded Scholarships in a timely manner.

5.4 Attend DFT scheduled meetings with donors and stakeholders and other meetings as required and report.

5.5 Ensure that a learning and development database on all scholarships and training is developed and effectively maintained.

5.6 Coordinate implementation of the CNA Framework in line with Division/Branch Work Plans and CNA Project Plan.

5.7 Develop database on CNA and effectively maintain currency of data.

5.8 Ensure monitoring and evaluation is carried out on learning and development plans and on returning awardees Reintegration Plans.

5.9 Ensure sound clientele advice (verbal/written) relating to Business Processes, Capability Needs Analysis and Donor Funded Scholarships in line with the Public Service (Management) Act, General Orders, Business Processes, other government legislations, policies and circular instructions that govern capacity development.

5.10 Ensure flaws, discrepancies and amendments are properly recorded and managed for further deliberation by the General Order Review Committee and the Business Process Review Committee.

5.11 Prepare and submit branch budget in a timely manner.

5. 12 Coach and mentor branch staff to build capacity and instill good conducive working environments.

5.13 Provide progressive fortnightly activity report on all assigned activities for the branch.

6.   NATURE AND SCOPE

The job revolves around capacity development provided to the public sector population through coordination of Donor Funded Scholarships and implementation of the Capability Needs Analysis Framework. 

The position must also ensure all donor funded scholarships and capability needs analysis are properly recorded on a reliable database and effectively monitored for sound reporting purposes.

The scope of the job is limited to Provincial Administrations, National Departments, Public Hospitals, PHAs and Government Funded Agencies.

 

6.1   WORKING RELATIONSHIPS

(a) Internal

  • This position is one of two (2) positions that report directly to the Executive Manager – CAPACITY BUILDING & DEVELOPMENT.
  • The incumbent liaises closely with the other Managers of the division and all divisions in DPM in terms of capacity building.

(b) External

  • The incumbent liaises and consults with counterparts from other line departments, public hospitals, PHAs and provincial administrations, donors and development partners, embassies and high commissions.
  • Liaises with HRD Managers, Heads of Departments or their delegates and relevant stakeholder departments.

6.2 WORK ENVIRONMENT

The position is administrative and is located in Waigani and where required, official visits to government agencies within and outside of National Capital District to undertake capacity enhancement programs is inevitable.

7.     CONSTRAINTS FRAMEWORK AND BOUNDARIES

Rules/procedures – Job operates within the precincts of the Public Service (Management) Act, Public Service General Order, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions. Constraints will be due to amendments to policies and legislations and restrictions imposed through government circulars and instructions like redrafting of human resource management policies, practices and procedures.

Decision- Effective and appropriate advice on the implementation processes relating to delegated powers from the Secretary under Section 23 of the Public Service (Management) Act.  And allocation of work assignments to subordinate officers.

Recommendations - Facilitate effective approval process on training practices by line departments.

8.   CHALLENGES

Key challenges for the job include:  effective implementation of Branch Work Plan, due to resource constraints, records management and centralizing of all donor funded scholarships within GoPNG.

9.   QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Degree in Management preferably in HRM or Public Administration, or other qualifications acceptable to Secretary, DPM. 

(b) Knowledge:  Must have excellent knowledge of the following: -

  • Public Service (Management) Act, General Orders, Business Processes
  • Public Finance (Management) Act
  • Public Service Policies, Procedures, Practices and Systems
  • Organic Law on Provincial and Local Level Government
  • District Development Authority Act, PHA Act
  • Policies (CNA & Career Pathing)
