2.  PURPOSE

To manage, control and coordinate the functions and resources of the Division of Compliance Auditing & Monitoring, particularly in the area of auditing for compliance to policies, systems and procedures relating to organizational planning and design, human resource planning and performance management, personnel emoluments expenditure and planning in the National Public Service.

3.  DIMENSIONS

Financial Limit: K50,000.00

Supervises FOUR (4) Branch Heads:

  • Manager – NGI Region and Administration Sector, Gr.16
  • Manager – MOMASE Region and Social Sector, Grade 16
  • Manager – Highlands Region and Economic Sector, Grade 16
  • Manager – Southern Region and ILOS, Grade 16

Others include assets (computers, printers, telephones)

4.  PRINCIPLE ACCOUNTABILITIES

4.1 Effective and efficient management of the Division functions and resources and implementation of the Annual Work Plan and Division Annual Work Plan.

4.2 Efficient co-ordination of monitoring and evaluation of policies, systems and programs relating to all personnel management functions to ensure standards and practices are maintained.

4.3 Effective co-ordination of manpower and payroll audits ensuring that public service agencies staffing levels are maintained and personnel emoluments expenditure are at acceptable levels and reporting on areas of non-compliance with recommendations for improvement.

 4.4 Efficient co-ordination of the conduct of Staffing, Establishment and Personnel Emoluments desk top audits and analysis and fortnightly reporting to Secretary DPM with appropriate recommendations.

4.5 Effective co-ordination of the State of the Service Reporting activity and submission of report by March deadline.

4.6 Proficient co-ordination of providing advice on HR policy and practice in order to maintain quality client service.         

4.7 Timely preparation and presentation of reports/briefs and divisional management reports to Secretary DPM.

5.  MAJOR DUTIES    

5.1  Direct, manage and control the functions and resources of the Division in line with the DPM Corporate Plan 2019-2022 and Annual Work (Management) Plan and the Divisional Work Plan.

5.2  Co-ordinate monitoring and evaluation of policies, systems and programs relating to all personnel management functions to ensure standards and practices are maintained.

5.3  Co-ordinate manpower and payroll audits to ensure the public service agencies maintain staffing levels and the payment of personnel emoluments are consistent with National Government policies and priorities and report on areas of non-compliance with recommendations for improvement.

5.4  Co-ordinate the conduct of Staffing, Establishment and Personnel Emolument desk top audits and analysis and make recommendations and report fortnightly on findings to Secretary DPM.

5.5  Co-ordinate the provision of advice on all HR policy and practice in order that a high quality of client service is maintained and improved.

5.6  Prepare and present periodic reports/briefs and divisional management reports to Secretary as required.

6.   NATURE AND SCOPE

The job is essentially an executive management position and requires the strategic management of a division and its’ financial and human resources in order that the goals and objectives identified in the Management Action Plan (MAP) and Implementation Schedule are met in an effective and efficient manner.

The job also requires the overall coordination of monitoring, evaluation and reporting of policies, systems, programs and personnel emoluments expenditure through conformance and performance audits and desk top audits to ensure consistency with the standard DPM audit policy and practice and the PNG Government’s focus on controlling personnel emoluments expenditure and the provision of reports and recommendations to the Secretary in timely manner. The position is one of collaboration and teamwork based on mutual trust and respect for one another.

The scope of the job is limited to Departments and Agencies located in the National Public Service including Public Hospitals, Provincial Administrations, Provincial Health Authorities and Chief Executive Officers of Public- funded Organizations.

6.2         WORK ENVIRONMENT

The position is located in Waigani but requires some visits to the ine Departments and Agencies in all Sectors, Provincial Administrations, Public Hospitals and Provincial Health Authorities.

9.  QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  •    Master’s Degree in Human Resource Management, Public Administration, Public Policy, Development Administration or Business Management.
